The Transportation Engineering Technologist (TRETCNO) serves in a managerial capacity and will report to the Building and Grounds Section of the Operations Division in Kanawha County. This position reviews architect and engineering plans and specifications for WVDOH buildings and salt sheds. The selected employee in this role manages the statewide building and grounds budget and funding for projects. The incumbent will be supervising the Transportation Division Administrator 2 of the statewide Building and Grounds Cenforce Crew. Knowledge of steps to obtain project approval, create bid packages, and process payments is preferred. Knowledge of general construction for buildings is preferred. Performs other related duties as required.
For assistance in obtaining the proper TRETCN Level 5 certification or pre-certification:
• Provide managerial oversight for subordinate supervisors and the program/projects to which they are assigned.
• Evaluate the work of subordinate supervisors and employees.
• Review and/or calculate technical data relating to engineering and construction projects.
• Review project design and construction plans prepared by consultants.
• Communicate with consultant engineers to discuss prospective or ongoing projects and plans.
• Perform field reviews of engineering and construction projects.
• Meet with various parties having an interest in projects, including representatives of state government, legislators, community leaders, regulators, and other interest groups.
• Monitor and manage budgets associated with projects.
• Read and interpret complex design and construction plans.
• Travel may be required; therefore, a valid driver's license is required.
• Knowledge of principles and practices of civil engineering.
• Knowledge of laws, policies, procedures, and regulations governing contracts, consultant agreements, purchasing, employment, and other matters.
• Knowledge of the internal operation of the Division of Highways.
• Knowledge of plan and specification requirements of the Division of Highways.
• Ability to communicate effectively both orally and in writing.
• Ability to read and comprehend plans and specifications.
• Ability to establish and maintain effective working relationships with others.
• Ability to work harmoniously with other employees.
• Ability to supervise others.
REQUIRED TRAINING/EDUCATION
• Certification as an Engineering Technologist by the West Virginia Transportation Engineering Technician Certification Board.
OR
• Pre-Certification as an Engineering Technologist by the West Virginia Transportation Engineering Technician Certification Board.
REQUIRED EXPERIENCE
• No prior experience required
Special Requirement: Employees functioning as a licensed land surveyor must have a current state license from the State Board of Examiners for Land.
