The Department of Environmental Services (DES) is seeking a strategic and innovative leader to serve as the Transportation Capital Projects Program Manager within the Transportation Planning and Capital Projects Management Bureau. This role leads a team of professionals managing a $600M+ portfolio of multimodal transportation projects aligned with Arlington’s Complete Streets framework. The Program Manager oversees the delivery of complex, high-impact infrastructure projects, ensuring they are community-informed, code-compliant, and delivered on time and within budget while navigating federal, state, and regional funding requirements. This position operates with a high degree of independence under the direction of the Bureau Chief.



Responsibilities

Major Job Duties:  

  • Developing the Transportation Capital Program for Complete Streets within the context of Arlington County's Capital Improvement Program, the Master Transportation Plan and other Comprehensive Plan elements;
  • Managing the Capital Projects Program team, providing strategic oversight, administrative direction, and support for staff development. Responsibilities include creating and monitoring workplans, ensuring quality control of deliverables, conducting performance evaluations, and fostering a culture of continuous growth and professional excellence;
  • Coordinating with Department of Transportation (DOT) regional and finance teams to identify grant opportunities and to develop and manage funding plans;
  • Collaborating with other DOT leaders and internal partners to establish priorities and implementation strategies, and playing a leadership role in budgeting, scheduling, cost estimating, design development, project delivery, public engagement and constituent response;
  • Engaging with County staff, leadership, private developers and federal, state, and regional funding agencies, residents and community groups regarding the implementation of a broad array of transportation projects;
  • Developing relationships with leaders across disciplines within the County to promote collaboration and coordination with other sections and Bureaus within DOT, and other divisions and departments;
  • Building cooperative relationships with regional and state partners, especially the Virginia Department of Transportation (VDOT), to improve processes and communication; and
  • Performing additional responsibilities and special projects as assigned to support departmental goals and organizational priorities.


Qualifications

Minimum Qualifications: 

  • Bachelor’s degree in Landscape Architecture, Urban Planning, Engineering, Public Administration, or a related field; and
  • Three years' progressively responsible experience in transportation project development as well as some experience in program/project/team management.

Desirable Qualifications: Preference may be given to applicants with a Master’s degree in a related field and/or experience in one or more of the following experiences:

  • Public procurement processes and contract management, especially requirements associated with federal and state funding;
  • Communicating complex information to a variety of audiences, possessing excellent written and oral presentation skills;
  • Managing staff, capital budgets, and real estate acquisitions, as well as leveraging technology and tools to support project management efforts; and/or 
  • Implementing infrastructure projects associated with complete streets, which incorporate facilities for multiple transportation modes and technologies, curb space needs, placemaking and biophilic elements.

Additional Information

Work hours: 8:00 a.m. to 5:00 p.m., Monday through Friday. Telework or flexible work schedule opportunities available upon supervisor approval.

Starting salary is commensurate with the qualifications and experience of the candidate selected.
