The Transportation Assistant Division Director in this position functions as the assistant director for the Civil Rights Division within the Department of Transportation. Performs administrative work at the advanced level, managing and supporting administrative operations as well as internal and external Civil Rights programs. This encompasses work process, policy, and regulatory requirements of the division which are complex, varied and dynamic. This position is granted the latitude to develop new methods and policies to improve overall organizational effectiveness and program delivery. The position requires substantial depth of analysis and interpretation of theory, principles, practices, and regulations governing the Federal Highway Administration’s (FHWA) Civil Rights programs. Complexity involves a range of varied duties and responsibilities related to FHWA’s Civil Rights programs, including but not limited to Americans with Disabilities Act (ADA), Civil Rights and Labor (CRL), Disadvantaged Business Enterprise (DBE), Labor Compliance, Title VI and the requisite data collecting and reporting requirements. Duties involve the supervision of a larger, more complex division including managerial, professional, technical and clerical employees. The scope of responsibility includes planning the operations and procedures of the unit; directing the work of employees; developing employees; evaluating unit operations; developing budget needs; researching new procedures and improvements; interpreting statutes, regulations, and policies. Performs additional duties as assigned.
• Acts as director and fully responsible for the unit in the absence of the Transportation Division Director.
• Develops and recommends operational policies and procedures for the division.
• Directs and approves the work of others.
• Assists with personnel matters such as hiring, disciplining, training, assigning, and evaluating the work of division employees.
• Manages division activities with the other Transportation Department Units, other state and federal agencies and the public as directed by the Division Director.
• Assists the director in technical research studies and recommends changes to methods of operation, regulation, policies, and management regarding the Division of Highways.
• Assists the director in researching new possible procedures and directs employees to formulate plans and recommendations for development, improvement, construction, and implementation for roads, bridges, highways, and other Division of Highways areas.
• Makes recommendations regarding the department budget.
• Personal contacts are with high-ranking officials from outside the employing agency at national or international levels in highly unstructured settings.
• The work involves planning, developing, and carrying out vital administrative or scientific programs.
• The programs are essential to the missions of the agency or affect large numbers of people on a long-term or continuing basis.
• Travel may be required, therefore; a valid driver’s license is required.
• Pertinent knowledge gained through education, relative experience or training that applies to the methodology of a professional or administrative occupation.
• Knowledge of the principles and practices pertaining to the work of the division assigned.
• Knowledge of the principles and practices of management.
• Knowledge of the laws, policies, directives, guidelines, and regulations governing the department of Highways.
• Knowledge of local, state, and federal legislation; government relationships, organizational structure and protocols; and relevant federal and state legislative

• Ability to interact with highway personnel, government officials, the public, and other related associates to establish effective working relationships. Ability to prepare written reports on division operations.
