Position Overview:
The Senior Vice President, Operations (SVP, Operations) provides strategic and operational leadership, ensuring operational excellence, regulatory compliance, asset preservation, and resident-focused service delivery. This role oversees Compliance, Operations Support, Marketing, and Facilities, aligning departmental strategies with organizational goals, funder requirements, and long-term portfolio sustainability. The SVP, Operations is a key member of the McCormack Baron Management’s executive leadership team and is responsible for driving standardized operating practices, performance improvement, and cross-functional collaboration across the enterprise. - Serve as a strategic partner to the President, MBM and executive team in advancing organizational mission, growth, and operational performance.
- Translate organizational strategy into scalable operational plans, policies, and systems across all overseen departments.
- Lead enterprise-wide operational planning, budgeting, and performance management in collaboration with MBS Finance and Asset Management.
- Develop and maintain relationships within MBC, Human Capital Partners, State and Local leaders and assist with attaining future property management business.
- Foster a culture of accountability, continuous improvement, and resident-centric service delivery.
- Provide executive oversight of compliance with all applicable affordable housing regulations, including but not limited to LIHTC, HUD, HOME, PHA, PBRA/PBV, state and local programs.
- Ensure consistent interpretation and implementation of regulatory requirements across the portfolio.
- Oversee internal audits, monitoring processes, and corrective action plans to mitigate compliance risk.
- Serve as an escalation point for regulatory agencies, investors, syndicators, and auditors as needed.
- Ensure compliance training programs are current, effective, and embedded into operational practices.
- Lead centralized operations support functions that enhance property-level performance and consistency
- Oversee development and maintenance of standard operating procedures (SOPs), toolkits, and operational playbooks.
- Drive adoption and optimization of property management systems, reporting tools, and performance dashboards.
- Partner with regional and site leadership to improve operational efficiency, staffing models, and service delivery.
- Monitor portfolio-wide KPIs and implement targeted interventions where performance gaps exist.
- Provide strategic oversight of marketing and leasing functions to support occupancy, waitlist management, and fair housing compliance.
- Ensure marketing strategies align with affordability requirements, branding standards, and community engagement goals.
- Oversee demand forecasting, lease-up strategies, and portfolio-wide leasing performance.
- Ensure compliance with Fair Housing, accessibility standards, and program-specific marketing requirements.
- Leverage data and market insights to drive informed marketing and leasing decisions.
- Oversee facilities and maintenance strategy to ensure safe, well-maintained, and financially sustainable housing.
- Establish standards for preventive maintenance, capital planning, work order management, and vendor oversight.
- Collaborate with Asset Management on capital needs assessments, reserve planning, and long-term asset preservation.
- Ensure compliance with physical inspection standards (REAC/NSPIRE, state inspections, local codes).
- Drive efficiency, cost control, and quality across facilities operations.
- Directly lead and develop department leaders across Compliance, Operations Support, Marketing, and Facilities. Ensure departments are appropriately structured, staffed, and resourced to meet organizational needs.
- Set clear performance expectations, conduct regular reviews, and support leadership development and succession planning.
- Promote cross-department collaboration and shared accountability for portfolio outcomes.
- Identify operational, regulatory, and reputational risks and implement proactive mitigation strategies.
- Ensure incident response protocols, internal controls, and quality assurance processes are consistently applied.
- Support crisis management and issue resolution at the portfolio or property level as needed.
- Remain current on local, state, and federal issues related to the affordable housing industry and disseminate the information accordingly.
- Undertake other reasonable duties as directed from time to time by the President of McCormack Baron Management.
Education/Experience:
- Bachelor’s degree in Business, Public Administration, Housing, Real Estate, or a related field (Master’s degree preferred).
- Minimum 10–15 years of progressive leadership experience in affordable housing or multifamily property management.
- Demonstrated executive-level oversight of compliance and operations within a regulated housing environment. Deep knowledge of LIHTC and/or HUD affordable housing programs.
- Proven experience leading multi-disciplinary teams at scale.
- Strong financial acumen and experience managing large operational budgets.
- Familiarity with portfolio-level asset management and capital planning.
- Professional certifications (e.g., CPM, HCCP, COS, SHCM, ARM) a plus.

- This job operates in a clerical office setting. This role routinely utilizes standard office equipment such as computers, phones, photocopiers/printers, and filing cabinets.
- This position requires sitting, bending, stooping, or standing as necessary. Our offices are equipped with electronic desks for standing or sitting.
