Responsible for the coordination and delivery of project related sourcing, purchasing, expediting and material management in accordance with the plan, budget and schedule established for the project while also ensuring that the Supply Chain team adheres to Standard Operating Procedures (SOP), Project Procedures and the Prime Contract. The Supply Chain Project Director (SCPD) shall be assigned (in a matrix fashion) to the Project Management Team (PMT) within the Business Unit, reporting to the Project Director, and shall have accountability to the Business Unit to represent, lead and coordinate the delivery of Supply Chain services. The SCPD shall have regular interface with Business Unit and customers as well as vendors, suppliers and subcontractors.
Provides strong, effective and decisive project leadership overseeing the staffing, overall and execution strategy of procurement awards to ensure the work meets the contract budget and schedule while maintaining stewardship on corporate processes and procedures. This position will be accountable for defining the scope of purchases and the objectives of the project, as well as identifying critical sourcing events. In addition, this position reviews and approves bid evaluations, finalizes supplier selections, conducts negotiations and prepares conformed contracts. This position will determine the need for formal Contract kickoff meetings with critical suppliers and will develop agendas to support the PMT. This position also ensures quality goals are met while completing the work in a timely manner.
The SCPD is the single point of accountability on mega project execution basis for all supply chain activities.
The SCPD is a customer and market facing position, requiring regular interface and reporting of work to customers as well as frequent interface with vendors and suppliers for contract execution. The SCPD shall interface with executive management for project reporting, risk management and mitigation.
As available, interfaces with the Supply Chain Deal Team and the Procurement Strategy team to develop the purchasing strategy for the project, the critical materials list (CML) and the preliminary execution plan for critical procurements
Develops cash flow for items included in the CML while working with the lead estimator. Works with Project Controls to develop the preliminary procurement schedule as well as maintain the schedule from baseline through execution of the work.
Provides guidance, coaching, mentoring and advises less senior buyers on the procurement teams. Develops and validate independent cost analyses or “benchmarking”, if required, to validate the reliability of individual proposals.
Works with the Engineering team to ensure appropriate workflows are maintained for technical documents and technical reviews. Interfaces with vendors and coordinates with Purchasing team to ensure technical resolution of clarifications and basis of bid.
The SCPD should have at a minimum 10 years of EPC project experience that include responsibilities for supply chain management on projects of up to $1B+ and along with managing team of more than 40 individuals. The SCPD should possess a strong market acumen for all spend categories, demonstrate proficiency in commercial & contract negotiations, claim management, understand all component of supply chain risks and be capable and fluent with project management tools and work processes.
