Job Description :

Reporting to the Director of Procurement and primarily assigned to a purchasing category, the buyer must establish strategies for the acquisition of goods and services that must be developed in a fact book (i.e., analyze the evolution of the products or services offered in the purchasing category, perform benchmarking and market monitoring and clearly identify the current and potential suppliers in the category).

The incumbent primarily leads procurement files related to suppliers and complex business projects, manages the supplier relationship, bidding process (RFP) and the awarding of the contract according to the organization's requests, project activities, business needs and established processes. Follows up on requirements with internal customers while creating value for the business.

Key responsibilities

  • Develop procurement strategies for goods and services to build a category fact book for its primary assigned categories;

  • Manage the business relationship with current and future suppliers assigned to him/her as well as the needs (products and/or services) of the organization;

  • Execute procurement activities for his/her categories;

  • Lead or participate in the process of requesting proposals, negotiating agreements and resolving disputes on the best possible terms within the timeframe required by the organization. Generate value for the organization (savings, avoided costs, etc.);

  • Prepare documentation for executive committees or selection committees for contract awards and approval levels;

  • Establish a link with the main applicants;

  • Represent the department at multidisciplinary meetings related to the various projects assigned to him/her;

  • Search for new products (and/or services), equivalent products (and/or services) and new suppliers;

  • Collaborate with requesters to identify their business needs and prepare performance indicators (KPIs) for his/her purchasing category in relation to his/her objectives;

  • Collaborate in the development of total cost of ownership models with the support of internal experts.

Academic background 

  • Bachelor's degree in administration or related discipline or any equivalent combination of education and experience.

Work experience

  • Minimum of 8 years experience in procurement.

Key competencies

  • Have a very good understanding of contractual language;

  • Good teamwork and interpersonal skills;

  • Focused on customer service;

  • Be autonomous and structured;

  • Very good knowledge of French and English, both oral and written. The candidate must be able to communicate in English with suppliers from other provinces in Canada or from the United States;

  • Very good ability to communicate ideas effectively;

  • Good knowledge of Microsoft Office software (Excel, Word, Outlook, Visio, MS Project) and knowledge of the Oracle financial management system (purchasing and inventory modules) would be an important asset;

  • Must have a valid driver's license as the candidate may be required to travel as needed;

  • Good knowledge of financial markets and key indicators followed by the financial community;

  • Strong interpersonal skills and ability to liaise with a wide variety of internal and external stakeholders;

  • Proactive, shows initiative and is very attentive to detail;

  • Ability to manage multiple projects simultaneously under tight deadlines and to get involved in projects outside of his/her comfort zone.
