Career Opportunity
We are seeking to hire 2 Senior Procurement Specialists with deep expertise to independently manage end to end construction procurements. This role focuses exclusively on pre award delivery of complex construction projects, including Design Bid Build (DBB), Design Build (DB), Construction Management at Risk (CMAR/CM@Risk), and other alternative delivery models.
What You Will Do
High Level responsibilities but not limited to the ones highlighted below.
Lead Complex Construction Procurements (Pre Award)
- Manage end to end construction procurement activities for major capital projects, from planning and market analysis through to tender issuance, evaluation, negotiation, and award.
- Develop, refine, and issue procurement documents (RFPs, RFTs, NRFPs, RFIs, addenda) using MasterFormat and internal templates, identifying gaps, inconsistencies, and improvement opportunities.
- Review and validate technical specifications, drawings, scopes of work, cost estimates, and schedules to ensure clarity, completeness, and commercial viability.
Ensure Compliance & Procurement Integrity
- Conduct procurements in alignment with public sector legislation, trade agreements (CFTA, CETA), internal policies, and industry best practices.
- Support defensible evaluation processes, including development of evaluation criteria, scoring matrices, and weighting methodologies tailored to construction delivery models.
Vendor, Stakeholder & Market Engagement
- Facilitate pre bid meetings, site tours, bidder Q&A, debriefs, and consensus evaluations.
- Conduct market research, vendor prequalification, and risk assessments to support competitive and transparent procurement outcomes.
- Provide expert guidance to project managers, engineers, consultants, and internal stakeholders on procurement strategy, commercial considerations, and contract structure.
Documentation, Reporting & Continuous Improvement
- Prepare award recommendations, evaluation summaries, and procurement reports suitable for audit and executive review.
- Identify recurring issues in templates, specifications, and procurement processes; recommend and implement improvements.
- Support the development of category strategies for construction and capital projects.
Organizational Responsibilities

What Qualifications Do You Bring?
- Completion of a post-secondary college diploma or university degree in a relevant discipline (procurement, business, engineering, construction management, etc.) or a combination of education, training and experience deemed to be equivalent.
- Professional procurement certification (SCMP, CIPS, CSCP) or active enrollment is an asset.
- Industry designation (i.e. SCMP, CSCP, CIPS, CPPO, CPPB) is considered an asset.
- Significant experience leading public-sector construction procurements, including DB, DBB, CM@Risk, and other alternative delivery models.
- Strong understanding of construction specifications, drawings, cost structures and risk allocations.
- Experience preparing and reviewing procurement documents using MasterFormat or similar industry standards.
- Demonstrated ability to identify issues in templates, scopes and specifications and drive continuous improvement.
- Strong analytical and problem solving skills.
- Ability to plan, organize, and manage multiple concurrent procurements.
- Excellent written and verbal communication skills.
- Proficiency with procurement systems, electronic bidding portals, and office software.
- Ability to create, manage, and maintain accurate procurement records.
- Skilled in research, documentation, and evaluation methodologies.
- Experience working in a diverse Public Sector procurement environment is considered an asset
- Strong understanding of trade agreements, procurement law, fairness principles, and audit requirements.
- Knowledge of market trends, construction cost drivers, and supplier landscapes.
- Knowledge and experience in purchasing, sales, category management, the procurement process and related tender/proposal evaluation and award activities
- Sound knowledge of leading supply management/strategic sourcing practices and knowledge of and ability to prepare commercial contract documents.
- Knowledge of competitive procurement methods (RFP, RFT, NRFP, RFIs, ACANs) and contract structures (MSAs, construction contracts, CHDC style agreements) and Negotiated-RFPs
- Knowledge and experience in purchasing, sales, Category Management, the procurement process and related tender/proposal evaluation and award activities.
- Sound knowledge of leading supply management/strategic sourcing practices; contract and tendering law techniques for negotiating and expediting goods/services contracts; and knowledge of and ability to prepare commercial contract documents.
- Knowledge of sources of supply, current prices for goods/services and related market trends; commodities and future markets; information technology, materials management; and of applicable customs charges and sales taxes.
- Proven ability to build strong working relationships with internal teams, consultants, and external stakeholders.
