FCDOT is seeking an innovative, strategic, and highly qualified Transportation Planner III to support Fairfax Connector, one of the nation’s 100 largest fixed-route fixed-scheduled public transit systems. Working closely with Fairfax Connector’s contracted service provider, this position serves as a Senior Operations Supervisor, supporting safe, reliable, and world-class transit services.

Responsibilities include:

  • Providing operational support for daily Fairfax Connector services provided by a contracted service provider;
  • Coordinating with contracted service provider to successfully implement service delivery changes, as well as new services, especially those associated with opening new transit facilities;
  • Monitoring and evaluating service delivery and performance, ensuring services meet contractual requirements and comply with system operating policies, procedures, and standards, as well as customer expectations for safe, reliable, and accessible transit services;
  • Collaborating and coordinating with contracted service provider, Fairfax Connector staff, other transit service providers, and other governmental entities to promote a culture of excellent customer service, safety, and emergency preparedness;
  • Developing and communicating status reports, meeting summaries, official items for Board of Supervisors’ consideration, and/or other written materials as required to successfully complete projects or assignments;
  • Preparing presentations for community meetings, advisory groups, technical working committees, briefings for senior leadership and/or elected officials, and other audiences, as required to meet specific audience needs;
  • Coordinating, arranging, and attending meetings, workshops, or events, both in-person and virtual, including occasional evenings and/or weekends; and
  • Completing other tasks, as assigned.

This position has been identified as an Emergency Service Personnel required to work during inclement weather or other emergencies, as well as serve on-call on an assigned schedule. Off-site meetings and site visits may require the operation of a personal and/or county vehicle.

Required Knowledge Skills and Abilities

Depending on the functional area of assignment, must possess the following KSAs:

Considerable knowledge of mission, goals, and objectives of the organizational unit, program, or activities to which incumbent is assigned;
Thorough knowledge of the principles and methods of transportation/transit regulation, planning, forecasting and analysis;
Thorough knowledge of transportation planning/analysis software, word processing, spreadsheet, and presentation software;
Knowledge of effective supervisory methods, practices and techniques;
Knowledge of operations, maintenance and scheduling;
General knowledge of finance and budgeting;
Thorough knowledge of the specialty area of assignment, such as funding or outreach;
Ability to independently conduct the most complex transportation/transit studies and develop sound conclusions and recommendations;
Ability to manage complex projects independently or to serve as team leader;
Ability to write detailed, accurate reports, grants, or solicitations for pertinent areas of administration;
Ability to make oral presentations to department management, other departments, or the public;
Ability to evaluate proposals and solutions in terms of benefits, costs, and overall impact on the project, program, or organization;
Ability to establish and maintain effective working relationships with others, including citizen's groups, community, county, and state officials.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus, four years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

PREFERRED QUALIFICATIONS:

  • Bachelor’s degree and eight years of experience in transportation, including public transit, bus and/or rail, or school bus operations.
  • Knowledge of Safety Management System (SMS) and other federal safety programs.
  • Knowledge of transit operation performance measurement.
  • Knowledge of contract management and contractor compliance.
  • Strong computer skills and experience with CAD-AVL (Computer aided dispatch/automatic vehicle location system) and other ITS (Intelligent Transportation System), including GPS-based real-time tracking systems, and other transit technologies.
  • Proficiency in basic Microsoft Office Suite applications.
  • Strong organizational, time management, and project management skills, including ability to coordinate multiple projects, prioritize, and meet established deadlines.
  • Excellent oral and written communication skills.
  • Strong customer-service orientation.
  • Demonstrated ability to work independently in a fast-paced collaborative team environment.
  • Demonstrated ability to develop and maintain cooperative and effective working relationships with contracted service providers, County officials, staff, and the public.
  • Current or previous Commercial Driver’s License (CDL) 

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Work is generally sedentary. However, employee may be required to some walking, standing, bending, and carrying of items under 25 lbs. in weight. Employee is subject to being on call during inclement weather / emergencies. All duties performed with or without reasonable accommodations.
