Duties and Responsibilities:

Reporting to the Purchasing Supervisor, this position is responsible for:
  • Purchasing goods, services, and construction and is responsible for the related clerical duties for administrative purposes, in accordance with the Purchasing By-law;
  • Integrating purchases with other service areas when possible; 
  • Preparing and maintains commercial and technical specifications for major purchases and volume items purchased on a regular basis, and selects method of procurement as required; 
  • Issuing requests for prequalification, tenders, quotations or proposals; 
  • Preparing bid summaries and evaluates and recommends for award; 
  • Interviewing sales representatives and suppliers to keep abreast with market conditions; 
  • Negotiating with vendors as required; 
  • Liaising with civic business units and government agencies; 
  • Assisting to establish and maintain the vendor management system; 
  • Administering the City of Windsor Purchasing Card program including cardholder training and educational sessions, and assists and updates authorized and approved users of the purchasing card, including updating policies and procedures and ancillary forms;
  • Administering sole source purchases and roster lists and awards; 
  • Administering and maintains the contract management and performance measurement system. 
  • Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program.
  • Must stay up to date with the various Trade Agreements, Construction Act and other various acts, and trends in Law of Agency, Contract Law, Laws of Competitive Bidding.
  • Will perform other related duties as required. 

Qualifications:

  • Must have an Ontario Secondary School Graduation Diploma plus two (2) years of post secondary education from a Community College or University in the field of Finance/Accounting, Business, Office or Management or Ontario Ministry of Education equivalencies; 
  • Must have over three (3) years of purchasing experience such as obtaining quotes, dealing with vendors, writing and/or administering tenders; 
  • Must have or be working towards an accredited program leading to a designation in a Purchasing Program with Supply Chain Canada, the National Institute of Supply Chain Leaders, or the Ontario Public Buyers Association (O.P.B.A.);
  • Must have the ability to travel to off-site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful Driver’s Licence is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment; 
  • Must be proficient in the use of the Microsoft Suite of Products including Word, Excel and Scheduler; 
  • Must be capable of maintaining good relations with the public and other employees at all times; 
  • PeopleSoft functional experience would be considered an asset.
