The Ohio Colleges of Medicine Government Resource Center (GRC) invites applications for a Senior Business Operations & Change Management Consultant. As the GRC undergoes evolution in staff composition and project portfolio complexity, this role provides essential cross-functional leadership to ensure operational integrity and long-term sustainability.

The successful candidate will serve as a senior-level integrator, reporting and working closely with the Associate Director and operating at the intersection of strategy, governance, and culture. Unlike administrative or core financial roles, this senior consultant applies mastery to build scalable workforce infrastructure and manager support, establish change governance structures, and advise leadership on organizational stability. They are expected to complete work independently on highly complex tasks, distinguishing operational bottlenecks from resource constraints.

Typical responsibilities are business-case specific and include combinations of the following:

Strategic Change Management & Governance: Establishes formal change governance structures and modernizes guidelines to increase consistency and leadership alignment. Leads or co-leads organization-wide culture stabilization initiatives, especially during periods of transition.

Operational Systems & Infrastructure: Designs and manages organizational operating systems and internal controls. Builds scalable workforce infrastructure (workflows, documentation, performance alignment) to reduce operational risk and strengthen transparency.

Leader Enablement & Advisory: Acts as a trusted advisor to executive leadership regarding change complexity and workforce stability. Implements leader enablement practices to improve trust and retention across the unit.

Workforce Modeling: Supports complex staffing models and develops workforce readiness plans to optimize research and administrative capacity. Aligns onboarding frameworks with performance expectations and accountability systems to reduce organizational friction.

Business Process & Efficiency Analysis: Conducts high-level business analysis and resource modeling to support data-driven decision-making. Focuses on process standardization and efficiency (e.g., Lean/Six Sigma methodologies).

Executive Reporting: Prepares high-level reports and presentations for internal and external partners.

Minimum Education Required:

Bachelor’s degree in a relevant field or equivalent is required.

Required Qualifications:

A minimum of 8 years of relevant experience. Requires successful completion of a background check. Selected candidate may be asked to complete a pre-employment physical including a drug screen.

Additional Desired Qualifications:

Twelve or more years of experience is preferred. Demonstrated expertise in leading large-scale transformation or organizational change management in a high-complexity regulatory and policy environment. Experience advising executive leadership teams through organizational disruption or rapid evolution. Management Certification (e.g., SHRM) or Process Improvement Certification (e.g., Lean Six Sigma) is highly preferred. Experience working with state agencies, higher education, or regulated environments.
