Salary range is $81k to $155k, with a midpoint of $108k.  New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

This is a term-limited position with an anticipated work assignment of 3 years.

GENERAL PURPOSE:

Under general direction, coordinates and administers initiatives and projects, and compliance with reporting requirements. Performs business and process improvement analysis with emphasis on procurement efficiency, transparency, and integrity. Provides functional analytical expertise and support for the agency’s enterprise system and highly complex/specialized technology applications for the Procurement, Contracts & Agreements (PCA) Division.  Provides troubleshooting, testing, documentation, operation functionality, training, and services using enterprise and other system applications to provide internal and departmental customers with assistance with use of procurement & contracting support technology.  Analyzes standards and methodologies for improving procurement systems performance, utilization, reporting, and data updates to ensure compliance and data integrity.  Performs high level research related to procurement requirements including Federal Transit Administration (FTA), state law and national best practices. Advances the formulation and improvement of procurement policies and procedures and the development of procurement guidance and training curriculums. Draft procedures and automate and improve processes.

ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Coordinates and supports in the formulation of legally compliant and business efficient procurement procedures, manuals and guidelines, and the analysis and continuous improvement of existing ones.
  • Develops and administers initiatives and projects; takes assignments from original concept through final implementation.
  • Develops procurement training programs, curriculum and materials for agency staff. Prepares and presents workshops and agendas.
  • Monitors the progress of ongoing audits of procurement to support the section’s timely and sufficient response and facilitate the timely and effective implementation of audit recommendations.
  • Performs functional operations, troubleshooting and testing of Enterprise and other systems and applications in assigned area; develops test data and scripts; develops and updates documentation for Technical Manuals, System Specifications and Requirements, Test Scripts, and Training Manuals; applies knowledge and skills from technical publications, manuals and other documents to systems operations.
  • Monitors performance of systems and troubleshoots issues and concerns; responds to issues and works with IT and departments to resolve or direct resolution of issues as required.
  • Plans and performs regular spot audits of the procurement technology systems and other applications to ensure proper controls and security features are in place and functional in addition to helping to identify gaps and champion for technology improvements.   
  • Develops and maintains standard procurement systems operating procedures and process flows, analytic and project status reports, analyzing and troubleshooting data integrity issues, generating reports and coordinating system changes and problem investigation/resolution.  
  • Responds to management requests for data or data analysis available through the enterprise system and other sources as assigned. Serves as the subject matter expert for agency procurement systems users. 
  • Responsible for day-to-day transactions in the enterprise system.
  • Prepare concise, comprehensive reports, flow charts, statistical analyses, graphs and other documents.
  • Development and reporting of performance measurements including KPI dashboard.
  • Provides support to the division on matters as directed; serves as staff on a variety of committees; maintains awareness of new trends and developments in the fields related to area of assignment; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Public Administration, Business Administration, Finance or closely related field. Four years of experience in business analysis and/or procurement or project administration; Or an equivalent combination of education and experience.

 Preferred Licenses or Certifications:  

  • Current Procurement Certification (CPPB or CPPO).

Required Knowledge and Skills:

  • Procurement (purchasing and contracting) principles, procedures, best practices and methods.
  • Advanced knowledge of analysis, design and development of business systems.
  • Pertinent state and federal regulations; agency policies, procedures, rules and regulations.
  • Management reporting requirements.
  • Principles and practices of computer science and information systems.
  • Project management techniques and principles, including quality assessment and assurance.
  • Data management and governance, reporting tools, and workflows.
  • Technical writing and documentation.
  • Advanced-level knowledge of MS Office, Access, Visio, Publisher, SharePoint or other specialized computer systems and applications.
  • Principles of business letter writing and report preparation.
  • Knowledge and skill in application of statistical analysis.
  • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, PowerPoint, SharePoint and statistical databases.
  • Contract and procurement strategies and management principles.
  • Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.
  • English usage, spelling, grammar, and punctuation.
  • Establishing and maintaining successful working relationships with agency staff, management, vendors, outside agencies, community groups and the general public.
  • Advanced business/procurement writing, particularly in policies and procedures as well as training materials.
  • Interpreting and understanding policies and procedures sufficient to administer, discuss, resolve and explain them to staff and other constituencies.
  • Interpreting and applying applicable federal, state, and local policies, laws, and regulations.
  • Performing business/procurement process research and analysis.
