Position Description

The Procurement Specialist supports the university’s Procure‑to‑Pay (P2P) operations by coordinating purchasing activities, maintaining strong vendor relationships, and ensuring compliance with institutional policies and the Nova Scotia Public Procurement Act. The role also serves as the Purchase Card (P‑Card) Administrator, providing program oversight, training, and audit support. Close collaboration with Accounts Payable is essential to ensure smooth transactional workflows, timely issue resolution, and strong financial controls.

Key Responsibilities

Procurement of goods/services:

  • Coordinate purchasing activities for a wide range of goods and services.
  • Ensure all procurement actions comply with university policies, the Nova Scotia Public Procurement Act, and applicable trade agreements.
  • Support competitive bidding processes, including RFQs, RFPs, and tenders.
  • Review purchase requisitions for accuracy, compliance, and value‑for‑money considerations.
  • Work closely with Accounts Payable to resolve invoice discrepancies, ensure proper documentation, and support timely payment processing.
  • Maintain strong vendor relationships, ensuring clear communication, issue resolution, and adherence to compliance requirements.
  • Assist with contract management and supplier performance monitoring.
  • Manage activities related to customs clearance, including working with customs brokers and ensuring proper documentation for imported goods

Purchase Card Administration & Audit Support:

  • Serve as the primary administrator for the university’s P‑Card Program.

  • Oversee card issuance, user setup, spending limits, and program documentation.

  • Deliver training and onboarding for new cardholders and approvers, both virtually and in person.

  • Monitor transactions for compliance with policy and financial controls.

  • Conduct and support P‑Card audits, including documentation review and follow‑up on exceptions.

  • Recommend improvements to strengthen program efficiency, user experience, and compliance.

    Qualifications

    • College Diploma or equivalent, in a related field.
    • SCMP Designation or PSPP Certification are preferred.
    • Three to five years of related procurement experience.
    • Ability to work independently and as part of a team across multiple departments.
    • Strong understanding of procurement principles, competitive bidding, and public‑sector compliance.
    • Ability to interpret and apply university procurement policies, the Nova Scotia Public Procurement Act, and applicable trade agreements.
    • Excellent attention to detail
    • Comfortable working with financial documentation.
    • Proven relationship-building skills when dealing with vendors.
    • Strong communication and customer‑service orientation when supporting internal stakeholders.
    • Proficiency in Microsoft Outlook, Word, Excel, and Teams is required.
    • Ability to deliver clear, engaging virtual and in‑person training for P‑Card users.
    • Strong organizational skills and the ability to manage multiple priorities in a fast‑paced environment.
    • Strong problem‑solving skills with the ability to analyze issues, recommend solutions, and support continuous process improvement.
