DescriptionThe Purchasing Manager is responsible for leading, developing and training a team of Buyers/Planners to achieve operational excellence in a highly regulated aerospace and defense environment. This role ensures full compliance with FAR/DFAR requirements, drives purchasing performance metrics and lead strategic supplier negotiations to support cost, quality, delivery and risk mitigation objectives. The Purchase Manager serves as a key link between Supply Chain, Program Management, Engineering, Finance, Quality, and Compliance to ensure mission critical material availability and contractual adherence.
ResponsibilitiesMajor Duties & Responsibilities
- Lead, mentor and develop a team of Buyer/Planners to achieve purchasing KPIs and program objectives
- Conduct purchasing and compliance training and regular performance reviews and metric based coaching
- Develop Purchasing budget, monitors, reports and mitigates risk to budget on a yearly and monthly basis to senior leadership
- Reviews Purchase Requisitions and Purchase Orders for FAR, DFAR's compliance, purchasing policy requirement and overall value.
- Lead negotiation strategies and support formal negotiations (Price, Delivery, scope, Terms & Conditions).
- Work closely with the Program and other functional groups (Operations, Quality, Engineering, Program Management, Contracts) to achieve business, financial and customer objectives
- Develops procurement strategy & takes responsibility for overall purchasing and strategic initiatives to build a competitive position
- Effectively serve as first point of escalation to resolve pricing, delivery and lead time challenges with suppliers in daily tier meetings
- Provide guidance on effective source selections to ensure compliant awards
- Own Purchasing performance metrics KPIs to effectively evaluate supplier performance, while maintaining supplier performance KPI and proactively working with supplier, towards continual improvement.
- Lead and manages key supplier QBR (Quarterly business reviews)
- Lead process improvement initiatives and proactively identify and implement solutions
QualificationsUS PERSON REQUIREMNET
Due to compliance with U.S. export control laws and regulations, candidate must be a U.S. Person, which is defined as, a U.S. citizen, a U.S. permanent resident, or have protected status in the U.S. under asylum or refugee status or have the ability to obtain an export authorization.
Minimum Requirements:
- Eight (8)+ years of experience in purchasing and/or government procurement.
- Three (3)+ years’ experience in Supply Chain Purchasing and/or Procurement leading people.
- Strong experience with use of ERP/MRP systems.
- Understanding of Federal Acquisition Regulations (FAR/DFARS)
- Strong understanding of purchasing contract terms and conditions & risk mitigation strategies.
- Proficient in MS Word, PowerPoint, Excel, and MRP systems.
- This position requires access to technology, materials, software or hardware that is controlled by US export laws. In order to be eligible for this position, you must be a “US Person” under US export laws (or eligible for approval under a U.S. Government export license).
- Ability to obtain and maintain a U.S. government security clearance.
- Ability to develop sound relationships in internal and external stakeholders as well as supplier organizations.
- Strong communicator both orally and in writing
- Ability to present to senior leadership team internally and externally, such as Quarterly business vendor reviews, supplier escalations & vendor performance improvement strategies
- Requires approximately 10% travel for vendor interface, contract negotiations, and other business-related activities
Preferred:
- Bachelor’s Degree
- Experience in the aerospace and defense industry
- SAP experience is strongly preferred
- Experience in written contractual authorization/vehicles (Cost Plus, Firm Fixed Price, Time & Material etc.)
- Experience with procurement/subcontract compliance with Public Laws, Policies, Prime Contract Flow Downs, ITAR and import/export requirements, and the situational applicability.
PAY AND BENEFITS
The annual base salary range for this position is in the state of California is $122,000- $154,000. Please note that this salary information serves as a general guideline. This position is incentive plan eligible.
