THE CITY OF PALM BAY IS CONDUCTING A MULTI-LEVEL RECRUITMENT FOR PROCUREMENT AGENCT II OR PROCUREMENT AGENT III


PLEASE NOTE: The intent is to fill the current vacancy as a Procurement Agent III. Applicants who meet the qualifications for Procurement Agent II will also be considered.

***Procurement Agent II - $56,501 Minimum Annual Salary

Internal Procurement Applicants:

A minimum of two (2) years of experience as a Procurement Agent I with the City of Palm Bay.

External and/or Internal City Applicants:

An Associate degree from an accredited college or university, in Business Administration, Public Administration or related field, plus a minimum of three (3) years of verifiable progressive public procurement experience.  Bachelor’s degree preferred.  

All Applicants:

Thorough knowledge of procurement for various commodities and services utilized by government agencies is required.  Must have knowledge of rules and regulations regarding procurement and expenditure of federal, state and local funds.  Must possess a valid Florida’s Driver’s License and have and maintain an acceptable driving record.

Buyer level or above certification in purchasing from a nationally recognized purchasing association is preferred.


***Procurement Agent III - $65,407 Minimum Annual Salary

A Bachelor's degree, from an accredited college or university, in Business Administration, Public Administration or related field, plus a minimum of five (5) years of progressive public procurement experience.   An Associate degree from an accredited college or university in Business Administration, Public Administration or related field plus nine (9) years of progressive public procurement experience will also be considered. 


Must have a minimum of three (3) years of verifiable experience with soliciting and contracting complex procurements, to include but not limited to: construction services (capital improvement projects, both horizontal and vertical construction), professional consultant services to include architect and engineering services and grant-funded projects, including federally funded commodities and services.  Must be well versed in complex solicitation types, to included IFB/ITB, RFP, RFQ and Design-Build.  Thorough knowledge of all other types of procurement for various commodities and services utilized by government agencies is also required.  Must have knowledge of rules and regulations regarding procurement and expenditure of federal, state and local grant funds.  Must possess a valid Florida’s Driver’s License and have and maintain an acceptable driving record.


Buyer level or above certification in purchasing from a nationally recognized purchasing association is required within two (2) years of hire.

EMERGENCY DECLARATION STATUS

Code 1: Essential Employees may be required to work during an undeclared emergency and/or declared emergency.  On an incident by incident basis, the employee's Department Head will make the determination as to who will be required to work.

GENERAL STATEMENT OF JOB

*** Procurement Agent II Under direction from the Procurement Manager, performs traditional procurement work and related functions of the procurement activities for the City.  Prepares, reviews, and evaluates technical specifications; reviews competitive solicitation replies and proposal submittals for contracts.  This position is responsible for all aspects of purchasing of equipment, supplies and services to be conducted in accordance with applicable federal, state and local laws, ordinance, rules and regulations. Coordinates the work of various departments and is the liaison between the vendor and user agencies to implement fulfillment of contracts and preparation of purchase orders and related documentation. Acts as the City's Purchasing-Card Program Coordinator, as well as the City's Surplus Property Coordinator.  Serves as the Procurement Agent III in their absence.

***Procurement Agent III Under general supervision by the Procurement Manager, performs professional work of advanced difficulty in the technical and administrative functions of the procurement activities of the City, including procurement and contract administration.  Prepares, reviews, and evaluates complex technical specifications; reviews competitive solicitation replies and proposal submittals for contracts with a focus on construction, CIP projects and professional consultant services that are to be conducted in accordance with applicable federal, state and local laws, ordinance, rules and regulations. Reviews for conformity to contract requirements and determines acceptability. Assists in the negotiation of contracts and amendments with contractors/consultants. Coordinates the work of various departments and is the liaison between the vendor and user agencies to implement fulfillment of contracts.  Serves as the Procurement Manager in their absence.

SPECIFIC DUTIES & RESPONSIBLITIES

ESSENTIAL JOB FUNCTIONS

Prepares solicitation documents to include Requests for Proposals, Invitations for Bids, Requests for Quotes and multi-year procurement packages involving commodities and services. Includes assisting end-user departments with the analysis of vendor submittals in response to competitive solicitations to ensure the recommendations are in the City's best interest.  Facilitates the competitive solicitation process from the time the request has been received from the end-user, through contract signing and issuance of a Purchase Order. 

Perform necessary procurement procedures for the acquisition of supplies and services such as heavy equipment, large tools, motor vehicles, automated office equipment and supplies, fuels, chemicals, consulting services, industrial equipment, service and construction contacts.

Prepare competitive solicitation requests and specifications.

Conduct pre-bid and pre-proposal conferences.  Chairs and facilitates Proposal Evaluation public meetings.

Schedule, receive, and analyze solicitation responses.

Assist in the recommendation for award of proposals, quotations and bids.

Review and prioritize requisitions and proposed specifications.

Research existing needs in order to match current market availability.

Monitor vendor compliance with all terms and conditions of the purchase order.

Provide necessary documentation to clerical staff, departments, divisions, officials, and vendors.

Coordinate procurement procedures among various City-wide departments and divisions.

Compile City-wide department and division requests for similar products and services.

Serve as liaison between the Procurement Department and other City departments and divisions.

Resolve complaints from users, vendors, and the public.

Interview and research potential and new vendors.

Maintain current knowledge base of current developments in the procurement field.

Review new marketplace products and services.

Participate in planning and improving Procurement Department operation.

Perform work to determine source of products, goods, and services.

Evaluate suppliers, goods, services, bids, and proposals.

Reviews purchase requisitions from other departments to ensure validity and accuracy, ensures choice of vendor provides products and services at rates most favorable to the City.

Approves purchase requisitions at dollar levels established by the Chief Procurement Officer.

Administer the City’s disposal program for surplus property to include equipment, materials supplies and scrap metal.  

Assume the responsibilities of Procurement Agent III in their absence.
