Responsibilities

 

MSTS is seeking a Manager II to lead the Power Operations Department and will be responsible for safe, reliable, and effective operations of the Site Power transmission, substation, and distribution systems. The Power Operations Manager II will support the Site Power organization with the advancement of capabilities, training, processes, tooling and equipment consistent with the foundational elements and results of the NNSS Power Initiative (NPI). Additionally, the Power Operations Manager II will lead the overall maintenance of current assets while executing new investment construction with support from the Power Engineering Department. 

 

Key Responsibilities

 

  • Responsible for operations of all power transmission and distribution (T&D) equipment and systems from the Nevada National Security Site (NNSS) point of delivery from the service utility providers through the service side of facility, or area, transformers at the NNSS. 
  • Responsible for supervisors, technical staff (direct or matrixed), and craft personnel with current organization sized for two crews (Linemen, Wiremen, and Groundmen) with day-to-day operations, crew sizing, tasking, competency, quals, and training; organization size may change in future.
  • Responsible for the overall operational communications with the power utility, including preparation of switching orders and remote dispatch interactions. 
  • Work closely with the Power Engineering department to ensure safety, power system configuration, regulatory compliance, preventive maintenance effectiveness, and projects; reviews engineering designs to ensure operations effectiveness and efficiency. 
  • Overall responsibility for effective work package development, schedule, and execution of work.
  • Responsible for timely and effective execution of maintenance and new construction. 
  • POC for site users, mission and support facilities for Power Operations, including coordination of activities with other disciplines or areas and new service inquiries.
  • Responsible for power system availability and outage response, including support to Power Engineering for troubleshooting and analysis. 

     

  • Preparation of operational procedures and processes to perform T&D related work, instilling a formality of operations culture. 
  • Ensure testing and diagnostic tools are calibrated and inventoried. 
  • Support fiscal year Operations and Project budget planning, development, and performance tracking.
  • Responsible for critical spares identification and material inventory levels/procurements for near-term plans aligned with budget allocation.
  • Support institutional project planning and development activities, including support to Engineering, Project Planning and Delivery, and Enterprise Infrastructure Programs organizations.
  • Support subcontract management strategies, plans, and execution to ensure compliance with specifications and schedules. 
  • Ensure accurate system configuration, asset creation, change control, and handover for adequate configuration management and supports the Configuration Management Implementation Program (CMIP) initiative to develop new and enhanced processes.
  • Support long term planning to improve reliability and serviceability of the transmission and distribution system at the NNSS and North Las Vegas (NLV) Campus.
  • Support utility, regulatory, Defense Nuclear facilities Safey Board (DNFSB), and institutional meetings, reporting, and other data requests. 

     

  • Perform as secondary back-up operations supervisor to backfill during personnel absences, potentially after-hours.
  • May collect, assemble and analyze a broad range of requirements to meet the needs of the organization.

     



Qualifications

 

  • Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.
  • Strong knowledge of power line construction methods, utility best practices, and industry standards.
  • Good working knowledge of power system equipment including protective relays, meters, circuit breakers, regulators, transformers, switchgear, SCADA systems, battery and uninterruptible power supplies. 
  • Demonstrate strong leadership skills, including delegation and maturity with ability to foster a positive team environment.
  • Strong communications skills, oral and written, in a tactful, professional, and effective manner and ability to coordinate with various departments, stakeholders, and personnel.
  • Ability to set priorities, supervise others, build and lead teams. 
  • General knowledge of DOE Integrated Safety Management policies and procedures, related performance documents, organizational structure, and current energy executive orders and federal energy management goals and requirements. 
  • Demonstrated ability to work on multiple and diverse tasks, complaints, frequent interruptions, and time constraints.

     

  • The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada.

     

  • Work schedule will be 4/10s Monday through Thursday (subject to change).
    • Required to be available and “on call” during off-normal hours to support unplanned events and outage responses.

       

  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

 

 

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

 

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is:  $155,209.60 - $248,331.20. 

 

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
