JOB SUMMARY

Under the general direction of a supervisor in the Office of Operations, is responsible for the daily function of the Scale House or the Cashiering and Permitting Division; is responsible for the issuance of permits and maintenance of records of all fees; does related work as required.

EXAMPLES OF DUTIES

  • Performs related duties as required.
  • Supervises the daily operations of the Scale House or Cashiering and Permitting Division.  
  • Delegates work as appropriate to subordinates.  
  • Insures compliance with rules, regulations and department standards by all personnel involved.  
  • Collects all fees and issues permits as required, including the mailing of all invoices.  
  • Maintains accurate records and files of all fees and other pertinent matters.  
  • Audits daily receipts to ensure accurate record keeping.  
  • Makes administrative decisions regarding public requests in conformance with established divisional parameters.  
  • Recommends to supervisor the establishment of rules and procedures concerning details of fee collection, traffic patterns, and other relevant issues.  
  • Maintains liaison with the general public concerning area rules and regulations.
  • Manage Department accounts receivable, ensuring accurate billing, tracking and reconciliation of fees collected.
  • Perform daily, weekly and monthly closeouts, including verification of transactions and preparation of summary reports.
  • Ensure that all fees are properly collected, recorded and accounted for in accordance with City policies and procedures.
  • Complete and submit required quarterly and annual DEEP reports in a timely and accurate manner.
  • Ensure the Department’s operations comply with all applicable City ordinances, policies and procedures.
  • Prepare and provide additional financial, operational and compliance reports as required by management.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER ATTRIBUTES

  • Ability to work with individuals from diverse backgrounds.
  • Thorough knowledge of cash handling and cash-counting procedures..  
  • Good knowledge of basic bookkeeping procedures and financial recordkeeping practices.
  • Good knowledge of the methods, practices and procedures relating to the efficient operation of a business office.
  • Ability to plan, coordinate and direct the work of others.   
  • Ability to interpret and apply applicable codes, ordinances, and regulations Relevant to assigned operations.
  • Good knowledge of records management and computer software applications used to compile data and generate reports.  
  • Ability to communicate effectively, both orally and in writing.  
  • Ability to interact professional and effectively with contractors, the public and other City employees.   
  • Ability to read, comprehend and apply complex written material.

MINIMUM QUALIFICATIONS

Graduation from an accredited high school and three (3) years of progressively responsible bookkeeping or account keeping experience, of which two (2) years shall have included the handling of cash on a commercial basis. 
 
Possession of a valid State of Connecticut Public Weigher license is required or the ability to obtain the license within six (6) months of appointment.
Preferred:   Experience in scale operations or materials weighing, 

SCOPE OF EXAMINATION:
The examination process will consist of a written exam weighted at 100%. The exam will assess the Knowledge, Skills, and Abilities required to successfully perform the essential functions of the position.
