Senior Special Advisor – Procurement Strategy & Governance

Key Responsibilities:
Our client is a federal government organization seeking a senior-level procurement advisor to support strategic transformation initiatives within a complex and regulated environment.
- Develop a 2–3 year procurement strategy and roadmap aligned with organizational priorities and digital transformation objectives
- Provide expert advice on federal procurement vehicles, strategies, and compliance frameworks
- Design and implement governance frameworks linking financial and operational risk
- Develop and standardize Statements of Work (SOWs), RFP templates, and evaluation criteria to improve procurement efficiency and compliance
- Conduct market analysis and advise on vendor engagement strategies
- Identify procurement, policy, and operational risks and propose mitigation strategies
- Implement and oversee performance dashboards (Power BI, Excel, etc.) to monitor procurement performance and risk
- Provide executive-level advisory support to senior leadership on procurement strategy and governance
- Establish and improve enterprise-wide procurement and contract management practices
- Collaborate with internal stakeholders to ensure alignment with federal procurement policies and standards
What you must bring to this role:
- Must have a valid Reliability-level clearance with the Government of Canada (or be eligible with 5 years of Canadian residency)
- Must have a minimum of one (1) year of experience within the last five (5) years acting in a Director-level role (or equivalent) within a Canadian Crown Agency or Public Sector organization
- Must have experience leading or establishing an enterprise-wide procurement and contract management function with oversight of a portfolio exceeding $50M CAD
- Must have a minimum of five (5) years of experience overseeing IT or infrastructure contracts within a regulated environment
- Must demonstrate experience with:
- Designing governance frameworks linking financial and operational risk
- Creating standardized RFP/SOW templates to improve compliance
- Implementing performance dashboards (e.g., Power BI, Excel) for monitoring procurement performance and risk
- Must demonstrate strong experience providing strategic advisory services to senior leadership
This is a 48-week contract opportunity (with potential extension) expected to start in June or July 2026
Work will be performed primarily remotely, with occasional travel within Canada (primarily NCR)
