SUMMARY

The Street Maintenance Operations Supervisor is part of the division’s leadership team and assists in the planning, development, and implementation of maintenance and emergency response programs for roadways, sidewalks, utility cuts and drainage systems. Assists in the planning, directs, and coordinates the street maintenance activities on more than 2,600 centerline miles of roadway citywide. Apply City and departmental policies and standards to maximize the production and safety of 50+ employees within the district. Utilizes performance measures to analyze production and work programs. Oversee the successful implementation of programs at the district level and coordinates resources for emergency and on-call activities. This work requires significant public interaction, coordination with state and local partner agencies and frequent communication with internal and external stakeholders, employees, and peers.

MAJOR DUTIES AND RESPONSIBILITIES:  

  • Analyzes data to develop project schedules, maintain cost control measures, establish performance standards, and manage the utilization of employees, materials and equipment assigned to the district. 

  • Evaluates and analyzes maintenance repair projects related to transportation infrastructure such as roadways, sidewalks, and drainage systems. 

  • Directly supervises two Field Operations Supervisors and the Inventory & Warehouse Specialist. 

  • Uses work and asset management systems to evaluate infrastructure to establish maintenance and repair priorities for the district. 

  • Establishes and monitors achievement goals and objectives as set by City/Department/Division. 

  • Ensures timely response to service requests and timely completion of work orders and maintenance activities. 

  • Verify that work performed by District staff meets quality and performance standards. 

  • Manages employee development by promoting and ensuring attendance to mandatory training and safety programs. 

  • Provide opportunities to all employees for learning and growth through training opportunities, and pursue CDL training for all non-CDL employees 

  • Determines most effective utilization of equipment and resources to achieve highest level of productivity. 

  • Recommends replacement or disposal of equipment, provides guidance, and justifications for new equipment.  

  • Ensure all equipment is turned in for Preventative Maintenance on time. 

  • Ensure proper inventory levels are maintained and accounted for. 

  • Updates and maintains annual Snow and Ice route assignments for the district to ensure operational readiness 

  • Involved in the development, implementation and consistent enforcement of City, departmental and divisional policies, and procedures. 

  • Prepares written documents and reports to summarize maintenance activities and items that may require disciplinary actions. 

  • Oversees the maintenance, organization, and overall upkeep of the district yard, ensuring compliance with regulatory standards and coordinating preparation for annual inspections, including stormwater and OSHA requirements. 

  • Perform other duties as assigned. 

  • REPORTING RELATIONSHIPS: Reports to the Deputy Street Superintendent. 

  • KNOWLEDGE, SKILLS, AND ABILITIES NECESSARY:  

  • Considerable knowledge of the principles and practices of street maintenance functions/activities, its administration, and operations. 

  • Ability to supervise effectively through subordinate supervisors the work of a large number of employees, and to develop and maintain organizational performance and morale. 

  • Establish and maintain effective working relationships with other employees, departments, City officials and the public. 

  • Administration and Management—Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, production methods, and coordination of people and resources. 

  • Customer and Personnel Service – Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction. 

  • Personnel and Human Resources—Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems. 

  • Building and Construction – Knowledge of materials and tools involved in the construction and repair of structures such as highway and roads. The knowledge of the equipment used in each type of street maintenance crew type. 

  • Mathematics – Knowledge of arithmetic, algebra, geometry, and their applications. 

  • English Language—Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar. 

  • Technology/Computer Skills – Budgeting/accounting software, customer relationship software, electronic mail, enterprise resource planning, and asset and work management 

  • Communication Skills – Conveying information effectively through speaking and writing and understanding information others give through speaking and writing. 

  • Organization – The ability to organize information in a way that can be effectively accessed and remain confidential if necessary. 

  • Problem Sensitivity – The ability to tell when something is wrong or likely to go wrong. Recognizing there is a problem that needs a solution. 

  • Time Management – The ability to manage time effectively to meet deadlines for numerous tasks at once. 

TOOLS, EQUIPMENT, AND MACHINES: Valid driver’s license, communication devices, cell phones, computers, tablets, and computer programs including Microsoft Office, City Works, Kronos and Workday.  

WORK ENVIRONMENT: Office and active construction sites within the right of way. 

 

  • Minimum Qualifications:  

  • High School Graduate or Equivalent and nine (9) years of related work experience. 

  • 2-year College Degree and seven (7) years of related work experience. 

  • Bachelor’s Degree and five (5) years of related work experience.  

  • At least three (3) years of progressively responsible supervisory experience  

  • Must be eligible to obtain a City Driving permit at the time of hire.  

  •   

  • Preferred Qualifications:  

  • At least five (5) years of progressively responsible supervisory experience  

  • Proficient use of the Microsoft Office suite  

  • Professional Communication Skills  

  • Experience working with work hazards, work zones, safety precautions and procedures, OSHA regulations, specialized equipment, and hand tools. 

CONDITIONS OF EMPLOYMENT

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
