DESCRIPTION

Under the general supervision of the Foreman, supervises, plans, coordinates, and schedules crew assignments in the Street Department and assists with the Sanitation Department as needed. Assists the Foreman and, in their absence, assumes their responsibilities.

EXAMPLE OF DUTIES

  • Exercises supervision over departmental crew(s), as assigned by the Foreman.
  • Plans, projects, and procures necessary materials and equipment, assigns staff to tasks, and carries projects to completion. 
  • Analyzes and recommends improvements to existing facilities, equipment, and programs.
  • Schedules maintenance and repair for departmental equipment.
  • Responds to emergency call-outs.
  • Develops and maintains safety practices and procedures. Checks on methods used by departmental crews to ensure their safety and sees that protective devices and equipment are used where indicated.
  • Implements City policies and procedures relating to the operation of Street and Sanitation departments and crews.
  • Keeps inventory, time, and materials records.
  • Meets all job safety requirements and standards that pertain to the essential functions of the position.
  • Demonstrates regular and predictable attendance.

OTHER DUTIES AND RESPONSIBILITIES:  Performs any related duties as assigned.
Assists with Sanitation Department supervision and receives cross-training in all Sanitation Department duties and functions. Fills in for Foreman as needed and directed.

TOOLS AND EQUIPMENT USED:
Personal computer, including Microsoft Word and Microsoft Excel, and specialty software; internet and email; phone, radio, fax, and copy machines; various motorized vehicles and equipment.

TYPICAL QUALIFICATIONS

Graduation from high school or GED equivalent and considerable experience in the field of street maintenance, repair, and construction is required; some supervisory experience preferred; or any combination of education and experience that provides the required knowledge, skills, and abilities.

Knowledge:  Methods and equipment in street repair, maintenance, and construction; the occupational hazards and safety precautions of the department and the City; and effective business practices.

Skills:  Planning, organizing, and directing; effective human relations; and the operation of the listed tools and equipment.

Abilities:  Effectively instruct subordinates in the proper methods, procedures, and safety precautions of street maintenance work; supervise the work of street department crews and direct jobs safely, efficiently, and economically; construct letters and create reports; understand and follow complex oral and written instructions; and work under varying weather conditions.

LICENSURE OR CERTIFICATION REQUIRED:  Must possess a valid State of Ohio driver’s license and the ability to maintain continuing eligibility under the City’s driver eligibility standards. Valid Commercial Driver’s License (CDL) Class A, with Tanker endorsement, is required or must be obtained within the probationary period.  Must be available for first, second, or third shift assignments during 24-hour operations. 

SPECIAL REQUIREMENTS:  Must be a non-smoker and non-tobacco/nicotine user, including but not limited to cigarettes, cigars, pipes, snuff, etc., and refrain from using all tobacco/nicotine products for the duration of employment with the City.

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee occasionally works near moving machines and equipment and is periodically exposed to wet and/or humid conditions, fumes or airborne particles, traffic, and caustic chemicals.
 
The noise level in the environment is usually moderate, occasionally loud.

The starting hourly rate for this position is $28.42, with scheduled merit/step increases (estimated hourly rate after 5 successful years is $36.54/year).
