General Statement or Primary Purpose

Under limited supervision, performs supervisory and skilled, specialized work in the provision and control of County's centralized computer equipment operations.  Work involves planning and coordinating the installation of hardware and network wiring, maintenance, and operation of equipment and associated software in a large computer communication network.  Employee is responsible for providing technical and operational coordination of physical network cabling, evaluating data communications hardware and software, overseeing the network control facility, consulting with department managers, training technicians, and maintain system inventory. Establish and maintain a business continuity of operations plan for County systems including hardware, software, data, power and connectivity. Work also involves administering routine personnel matters, including assisting in the professional development and training of Department staff, reviewing performance, and recommending personnel actions. Reports to the Deputy CIO - Technical Operations and Security.

Duties and Responsibilities or Knowledge, Skills, Abilities

Oversees the operation of centralized computer equipment and associated devices, maintaining standards of operational capacity and ease of workflow; plans and schedules the processing of top priority and other jobs ensuring efficient use of computer equipment; resolves problems of associated devices; establishes and maintains data backup and recovery solutions.

Supervises, plans, coordinates, instructs, assigns, reviews, and directs activities of Computing Support Technicians, ensuring adherence to established policies and procedures; provides training for personnel; assists and advises subordinates, as necessary, resolving problems as non-routine situations arise.

Troubleshoots hardware, software and application problems on computer equipment; requests needed equipment for operations and other users. 

Administers or makes recommendations for routine personnel matters affecting subordinates, including interviewing applicants, hiring, promoting, disciplining, terminating, giving salary increases, etc., preparing and submitting various reports and records as required by County management; approves employee time sheets, and grants compensatory, sick or vacation leave. 

Establishes and maintains inventory of special supplies for various County departments.

Establish and maintain a business continuity of operations plan for County systems inclusive of hardware, software, data, power and connectivity. 

In conjunction with other department staff develop and maintain standard remote access and security protocols.

Installs, wires and sets up state equipment attached to state network for County Social Services, Health Center, and Clerk of Court.

Assists in troubleshooting communications problems for computerized systems, including 911, GIS,.

ADDITIONAL JOB FUNCTIONS

Troubleshoots hardware and application problems on state and County systems; performs cleaning maintenance of equipment attached to both state and County network.

Performs minor repairs of on-line user devices; schedules repair and replacements, orders printer supplies and requests changes and additions for equipment and applications for County Departments.

Establishes and maintains data backup system for County computer systems; establishes and maintains backup data library for computer applications.

Assists in wiring of communication equipment in County offices.

Moves and relocates computer equipment.

Provides backup for Computing Support Technicians, as required.

Performs other related work as required.

Minimum Education and Experience

Bachelor’s degree in computer science, electronics and communications, data processing, or a related field, and 5 years of experience in computer operations, computer support, computer systems design, electronics, or networks, preferably including supervisory experience; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
