Northrop Grumman Mission Systems (NGMS) Sector is seeking a Manager Supply Chain Programs 3 to join our team onsite in Elkridge, MD to support program subcontract management within our exciting Long Range Air Defense and Domestic Systems (LRAD&DS) Operating Unit (OU).
Position Responsibilities:
- Responsible and accountable for the strategy, planning, oversight and performance of major subcontract material and services content for a Program or collection of Programs throughout the full program life cycle.
- Acts as the Supplier Management Team (SMT) lead for the Program Management Office (PMO) for major subcontracts and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers.
- Utilizes the Supplier Performance Management Process (SPMP) framework to develop an appropriate oversight strategy based on elements of risk.
- Leads solicitations for proposals, review of proposals, and supports supplier negotiations.
- Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies.
- Ensures supplier compliance with all elements of the SOW and subcontract.
- Coordinates all supplier design, manufacturing, and program reviews, including the necessary levels of NGMS participation.
- Functions as supplier Change Board interface for all anticipated, proposed, and released changes.
- Acts as the focal point for coordinating with the appropriate internal Supplier Quality representatives.
- Subcontract budget development, sales forecasting and cost (EAC) management; including EVMS/CAM responsibilities.
- Actively monitors schedule performance and ensures recovery plans are put in place for any / all erosion to schedule milestones.
- Briefs Program Manager peers, Executive Leadership Team (ELT), and Customer on the status and issues affecting subcontract performance.
- Risk and Opportunity management; including identification, and mitigation planning and execution.
Basic Qualifications:
- Bachelor's Degree and a minimum of 8 years that includes a background in Supply Chain Management and/or Program/Project Management OR a Master’s Degree and a minimum of 6 years of related experience that includes a background in Supply Chain Management and/or Program/Project Management.
- Minimum of 5 years experience with a manager title.
- Microsoft Office suite experience.
- Earned Value Management System (EVMS) experience.
- Experience in risk and opportunity management.
- US Citizenship.
- Ability to obtain and maintain Secret clearance (or higher).
Preferred Qualifications:
- SAP proficiency.
- Experience at government contractors.
- Experience with FAR / DFAR.
- Experience in Control Account Manager (CAM) responsibilities.
- Experience in different contract types (Cost Plus/Fixed Price).
- Experience with specifications, drawings & supplier statements of work (SOWs).
- Experience managing technical specifications, drawings and manufacturing process instructions.
- Experience in proposal and estimation work.
- Experience with international programs or suppliers.
- Project Management Professional (PMP) Certification.
Primary Level Salary Range: $167,500.00 - $251,300.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
