Northrop Grumman’s Space Sector is seeking a Mission Operations Development – Manager Level 2 to join our team in Gilbert, AZ. This position is 100% onsite and cannot accommodate telecommute work.
The Manager, Mission Operations Development, reports to the Sr. Manager, Mission Operations Development, within the Software and Controls Engineering Directorate. The Mission Operations Development group is responsible for developing, testing, and delivering all operational products for NGSS-delivered space and ground systems. Those could include space vehicle handbooks, operational procedures, command scripts, training material, and any other contractually required operational products. Additionally, the group plans, coordinates, and executes mission simulations/rehearsals and compatibility tests, and supports on-console operations or serves as advisors to customer operators. The Mission Operations Development team has grown significantly into a geographically dispersed unit that requires functional management presence at various locations.
This position will work a 9/80 schedule, with every other Friday off.
Your Role and Impact:
Has functional responsibility for current and new staff, performance evaluations, and salary reviews.
Has responsibility for managing within overhead budget constraints, and for supporting annual capital planning cycles.
Ensures personnel are properly trained to perform their assigned duties
Ensures the Mission Operations Development teams execute agreed upon scope within cost & schedule constraints
Ensures Mission Operations Development teams adhere to existing ISO-approved processes associated with Ops Product development and spacecraft operations.
Ensures proper processes are documented, trained, and followed.
Interfaces with external customers to maximize customer satisfaction.
Supports mission ops planning and execution for delivered systems.
Provides support to reviews & monthly reporting, action item track, task & resource management
Supports and enforces all Quality Assurance processes, procedures, and participates in periodic internal and/or external audits
Interfaces with Gilbert Engineering and Site Leadership to ensure flow up and flow down of information
Maintains close coordination with the Sr Manager, Mission Operations Development, and the rest of the Operations team to ensure standardization and efficiencies in process and execution

Basic Qualifications:
Bachelor’s degree Engineering, Computer Science, or related field with 8 years of professional experience – OR – Master’s degree with 6 years of professional experience.
Requires an active Top-Secret security clearance at time of application
Experience planning & executing on-orbit anomaly resolution
Experience with mission operations center and end-to-end ground system development
Experience with the development, validation, and configuration management of mission operations procedures, scripts, and telemetry pages
Experience interfacing with external customers on a technical and programmatic level
Leadership/Management experience and/or training personnel
Preferred Qualifications:
Experience with earned value management and variance reporting
Experience as a Cost Account Manager, program manager, functional manager, or as the lead of a mission operations/ground systems lead
Experience developing and/or mentoring staff
Experience with the operation of a broad spectrum of space missions, including commercial GEO communications satellites, LEO / HEO science and exploration satellites
Existing TS/SCI security clearance
Experience with command & control software
Experience with commercial and government antenna providers
Experience with Northrop Grumman Space Systems bus products

Primary Level Salary Range: $139,100.00 - $208,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
