Job Summary

The Division of Child and Family Services (DCFS) is recruiting for an IT Professional 2 in the Las Vegas area. This role is a key contributor and enabler for all program areas that directly impact the lives of children and families across the State that rely on DCFS IT services. The incumbent shall lead a team of IT field technicians who are responsible for managing and maintaining the DCFS Infrastructure for the Division per State policies and procedures. The incumbent shall lead and oversee others under the guide of the IT Professional 3, who install, configure and repair workstations/server/network hardware and software on a LAN, troubleshoot hardware and software problems both on-site and at remote locations, engage other team members or agencies for issue identification and remediation, and make recommendations in relation to identified needs. The DCFS Infrastructure also includes other LAN connected devices and services such as Video Teleconferencing, Video Camera systems, Mobile Device Management, Security Scanning services, and other software administration consoles. The incumbent is responsible for managing all Infrastructure services to include; identifying hardware and software that needs to be upgraded, refreshed or replaced and assists with budget planning for project and resource needs. The incumbent will be the focal point for IT related project needs, IT Technician management and training needs, customer escalations, vendor, project management or other agency coordination, purchase order or budget needs, disaster recovery and business continuity planning, maintenance, repair or service restoration needs, and equipment disposal related to DCFS Infrastructure. Leadership experience is a requirement, practical IT based skillset, and having a degree of knowledge sufficient to oversee advanced level technical activities is necessary. As the team lead, you will provide direction, guidance, on-going communication, coaching and training to team members. Implementing standards and best practices, providing conflict resolution, and managing change management are also expected. Must be able to effectively prioritize and manage team assignments, Helpdesk ticket queue, and ensure projects are resourced appropriately and progressing toward success.

Information Technology (IT) Professionals analyze, develop, implement, maintain, and modify computer operations, systems, networks, databases, applications, and/or information security. Incumbents may perform duties in one or more IT specialization areas depending on the needs of the agency.

Essential Qualifications

Bachelor's degree from an accredited college or university in computer science, management information systems, or closely related field and two years of professional IT experience relevant to the duties of the position which may include computer operations, systems administration, network administration, database administration, applications analysis and development, and/or information security; OR two years of experience as an IT Professional I in Nevada State service; OR four years of relevant technical experience as an IT Technician IV or above in Nevada State service; OR an equivalent combination of education and experience as described above.

Job Duties

Conduct detailed alternative analyses and determine end-user requirements through consultation with end-users, technicians, vendors, management, and others.

Maintain documentation related to the assigned IT specialization’s architecture, operations, and other records of work activities as required.

Maintain current knowledge of technological trends and advancements in the IT field as well as security management practices, laws, policies, and ethics.

Participate in recommending and justifying resource allocations and expenditure decisions, tracking, and recording expenditures, preparing purchase requests, and writing technical requirements for grant proposals.

Perform related duties as assigned.

Under general supervision, incumbents perform journey level duties and may serve as a lead worker to lower-level IT staff as assigned. This is a supervisory level for the Computer Operations function.

Computer Operations: 
Working knowledge of:
basic elements of programming in order to generate all required reports and special projects as required of the data processing section; computer operating system including all functions, schedules, workflows, and processes: date communication networks; principles of operation, capabilities and limitations of a computer system and related environmental equipment in order to efficiently and effectively produce the final work product; supervisory principles and techniques. 

General knowledge of: diagnostic procedures as needed in verifying systems; principles of operation, capabilities and limitations of a computer system and related environmental equipment to produce the final work product efficiently and effectively; the principles of operation, capabilities and limitations of a multi-programming computer system and related equipment. 

Ability to: plan, organize and direct a shift or multi-shift operation of a computer system to facilitate the workflow.
