Position Overview

Full performance level in Human Resources office under the direction of  Human Resources Director/Assistant Director/Associate Director/Manager, requiring considerable knowledge of personnel policies and procedures and HR/Payroll/Timekeeping hardware and software (JD Edwards (JDE/E-1), Kronos)  to oversee the preparation, maintenance and retrieval of personnel documents, data, and records and reports. Provide staff support in implementing HR/Payroll/Timekeeping management programs, special projects, and information systems. Prepares HR budgets, monitors and manages budgets to determine appropriate action. Generates insightful reports that drive actionable outcomes. Designs report frameworks to present accurate outcomes. Investigates and scrutinizes program, policy, and procedure specifics, interprets and assesses related data, and compiles pertinent reports. Performs the material and substantial duties of the classification more than 50% of the time.

Summary of Job Duties

Manages the centralized function of preparing, maintaining, retrieving, and reporting on human resources documents, data, and records. Responsible for the preparation and processing of appropriate documentation covering personnel actions with requisitions for all Board of County Commissioners and other reporting agencies, receives information from departments for review and approval by Human Resource Director/Assistant Director/Manager for Commission approval, acts as Human Resources liaison between Data Processing (DP), OMB, Purchasing, IT and other departments; manages the setup and modification of modules in JDE/E-1, coordinating between functional users, DP and IT for complete implementation. enters and updates personnel data in JDE/E-1; maintains associated data and prepares special analyses and reports for Managers, Directors and Assistant County Administrator, researches and responds to inquiries and complaints by furnishing information and explaining programs, policies and procedures to employees, management of county units, other employers and the general public, provides liaison between Human Resource Director/Manager, other operational areas and division managers to facilitate the communication of decisions and directives, plans and organizes meetings to discuss policies and procedures involving the division, reports on relevant information and findings, acts independently to divert situations from Human Resource Director/Manager where there are sufficient precedents and/or policy guidelines to provide a direct response, administers J.D. Edwards information for compliance with county policies, processes invoices for payment, purchases of supplies and equipment, maintains personnel records.

Ensures continuity of computer services for staff by leading technical planning, project coordination necessary for the implementation of computer software products and resolves technical issues. Maintains personnel information system, data entry and user interfaces; installs and manages information (i.e., user passwords), implements new operating system releases and updates existing software, advises on system enhancements, and engages in strategic planning for data processing resources and HR programs. Collaborates with system users to identify requirements and clarify system functionalities, liaises with data processing staff to ensure departmental data processing needs are met effectively, and partners with system vendors to reduce disruptions to current operations


If position is located at BCC HR – Develops and structures comprehensive reports from data to determine outcomes. Analyzes and interprets program, policy, and procedural data; prepares relevant reports (EEO, HR, Labor, Benefits, Compensation, Recruitment ad-hoc). Administers and coordinates HR-related programs and projects across various County departments. Provides professional support in preparing correspondence, data research, reports, and brochures. Serves as the onsite functional liaison for Oracle/JDE/E-1, collaborating with HR offices to develop processes and resolve report issues. Organizes tasks, estimates delivery times, and facilitates Human Resources Management Systems adoption. May act as a subject matter expert for Oracle/E-1 usability; and supervise projects and staff as needed. 

Minimum Qualifications and Requirements

Associate’s degree in Business, Public Administration or a related field and five (5) years of analytical experience; or three (3) years of experience with a Human Resources Information System and two (2) years of experience as a human resources generalist; OR, alternative, equivalent evidence of the Minimum Class Requirements.


Proficiency in Microsoft Dynamics 365 is preferred.
