Job Description:
The Senior Buyer position is responsible for the procurement of goods and services and accountable for the Broader Public Sector Competitive Bid process, from inception to finalization for small to medium Request for Proposals for the College. The incumbent is responsible for the coordination and negotiation of contracts for goods and services. The incumbent negotiates daily with Suppliers and College staff with considerable tact, diplomacy and persuasion and guides in the maintenance of College policies and procedures. The incumbent acts as a front-line technical resource person on the financial software and bidding system and provides guidance and training to college staff as required. The incumbent coordinates with the Associate Director, Strategic Procurement to continuously evaluate, develop and update the Procurement Policies and Procedures to adhere to Provincial standards.
Required Qualifications:
Minimum three (3) year diploma/degree or equivalent in Supply chain Management/ Purchasing/ Procurement; Equivalent combination of relevant education and work experience may be accepted in place of formal education;
Purchasing Certification from Supply Chain Canada or equivalent is required;
Minimum of five (5) years with familiarity and understanding of e-procurement, Purchasing, shipping and receiving, Asset Management, Modules in Purchasing, shipping and Accounting in a financial software system. Familiarity with Contract law, taxation guidelines and Provincial Procurement Directives, negotiating and Client Services.
