POSITION OBJECTIVE
Bethesda is seeking an experienced Operations Manager – Facilities to lead strategic planning, capital project oversight, infrastructure improvements, procurement, and space planning across all Bethesda properties in the Niagara Region/Hamilton. This role manages construction and renovation projects, regulatory coordination, and long?term capital planning while supervising Facilities and Purchasing staff. The Operations Manager ensures facilities and purchasing functions support organizational growth, compliance, and high?quality environments for the people we support.
KEY JOB RESPONSIBILITIES
Leadership & Department Oversight
- Liaise with all levels of management to ensure optimal service experience
- Supervise Facilities and Purchasing staff.
- Set performance standards and monitor capital, financial, and human resources.
- Ensure compliance with HR policies, Collective Agreement, and employment legislation.
- Manage both unionized and non?union environments.
Facilities Planning & Property Management
- Oversee all Bethesda properties across the Niagara Region-including asset planning, preventative maintenance, policy/SOP development and project lead
- Manage preventive maintenance, SOPs, risk practices, asset planning, policy development, and stakeholder communication.
- Manage rural property needs and Water/Wastewater systems.
- Fleet vehicle management
Capital Projects & Infrastructure
- Lead design, construction, renovation, and commissioning of capital projects.
- Coordinate with contractors, vendors, and internal teams.
- Manage budgets, schedules, scope, and risk mitigation.
- Ensure safety, accessibility, and regulatory compliance.
Regulatory & Agency Liaison
- Liaise with MOE, MTO, MMAH, TSSA, ESA, OHSA authorities.
- Ensure all infrastructure improvements meet legislative requirements.
Procurement, Purchasing & BPS Compliance
- Oversees the purchasing department and all procurement activities.
- Ensures compliance with Broader Public Sector (BPS) procurement requirements.
- Estimates and tenders projects, ensuring proper documentation and adherence to procurement rules.
- Assists with completion of BPS procurement documents, including: o Request for Proposal (RFP) o Request for Quote (RFQ) o Request for Information (RFI)
- Ensures vendor of record practices and internal purchasing policies are followed.
Financial Management
- Develop and manage capital and operating budgets.
- Prepare reports, recommendations, and presentations.
- Align financial stewardship with long?term capital planning.
- Provide annualized property reports based on investment vs. need.
Quality Assurance & Safety
- Coordinate with Facilities Manager on design, scope, budgets, and risk.
- Ensure quality assurance through contractor and vendor communication.
- Maintain compliance with operational, safety, and legislative requirements.
- Follow all Bethesda health and safety policies.
QUALIFICATIONS
Wage will fluctuate based on qualifications and years of experience

University Degree in a related subject such as Business Management, or Engineering; MBA is preferred
- Successful completion of the Project Management Professional Designation (PMP) with PMI and Certified Facility Manager designation with IFMA is not required but considered an asset
- Strong working knowledge of public procurement, familiar with BPS directives
- Minimum ten (10) years’ experience in a similar management function; preferably within Facilities Management.
- Extensive knowledge of Provincial legislation, including fire codes, building codes, the Occupational Health and Safety Act, AODA, Designated Substance Surveys, Ontario Procurement By-Laws, the Lien Act, other Provincial Legislation. Experience with managing capital projects and reviewing capital budgets as well as supervising and overseeing onsite construction progress. Extensive knowledge of all standards and regulations relating to electrical, plumbing, HVAC, appropriate environmental standards, technical standards and safety is also required.
- Strong communication skills, both orally and written.
- Computer and management skills, including working knowledge of word processing and spreadsheet software.
- Valid driver’s license and clean driving record.
- Ability to work flexible hours-including emergency after hours
