Qualifications

MINIMUM QUALIFICATIONS:

  • Bachelor's degree from an accredited institution in logistics, business administration, or a related field.
  • Five years of experience in a large-scale/mass transportation system.
  • Three years of experience in management with supervisory responsibilities or as a senior-level administrator.
  • Valid Florida driver's license.

PREFERRED QUALIFICATIONS:

  • Master’s degree from an accredited institution in logistics, business administration, or a related field.
  • Seven years of experience in transportation management in a public education district.
  • Demonstrated success in effectively managing multiple business or department functions and staff in a senior leadership role.
  • Lean Six Sigma Certification.

Relevant work experience or education may be substituted to satisfy minimum qualifications.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of federal, state, and local laws, statutes, regulations, codes, and standards related to the area of responsibility.
  • Knowledge of school transportation systems, equipment, and vehicles safety standards including transportation and inspection requirements.
  • Knowledge of HIPAA, Public Records, Sunshine Law, FERPA, and other laws/regulations related to student and employee privacy, public information, and records retention.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, and coordination of people and resources.
  • Excellent interpersonal, verbal, and written communication skills.
  • Ability to analyze data and use data-driven decision making to implement effective programs.
  • Ability to interact in a professional manner with a diverse group of staff, faculty, students, and the community in a service-oriented environment.
  • Ability to think critically and creatively, have a high standard of integrity, and be motivated to incorporate best practices into the organizational structure.

Responsibilities

ESSENTIAL JOB FUNCTIONS:

  • Collaborate with the Executive Director to formulate goals, objectives, policies, and practices for Transportation Services, while also overseeing budget monitoring to ensure alignment with the District’s strategic plan.
  • Contribute feedback to the evaluation of zone and vehicle directors through a continuous improvement process to ensure achievement of the District’s strategic and departmental goal.
  • Lead the development of bus routes and schedules that efficiently and effectively meet District needs through collaborative planning, organization, implementation, communication, and evaluation.
  • Assist in formulating long-range plans for transportation routes and facilities, coordinating activities with relevant personnel as necessary.
  • Ensure adherence to District, state, and federal laws, regulations, and policies regarding transportation and vehicle safety.
  • Direct the inspection, maintenance, and repair of school buses and other District-owned vehicles, ensuring that vehicle and related facility maintenance management programs meet all requirements for daily operations and extracurricular activities programs.
  • Supervise assigned personnel, conduct annual performance appraisals, and recommend appropriate employment actions.
  • Promote facilitate, monitor, and communicate the development, implementation, and outcomes of departmental improvement initiatives aligned with District goals.
  • Address discipline issues and collaborate with relevant personnel to resolve both disciplinary and school bus-related issues.
  • Lead, assist, and support transportation route functions while acting as the primary point of contact for all transportation matters with the Florida Department of Education.
  • Attend appropriate District committee, professional, and community functions involved with business and professional groups in support of District goals and facilitate positive relationships between the District and its bargaining units.
  • Ensure all required reports are prepared and maintain all necessary records.
