Position Title: Director of Transportation

FLSA Status: Exempt
Reports To: Chief Administration and Operations Officer

 

 

POSITION SUMMARY

This position is responsible for overseeing the planning, organization and management of all aspects of Spartanburg School District Two’s student transportation program. Manages, implements, and maintains the assigned programs and ensures services are in compliance with district, state, and federal guidelines; maintains adequate staffing to ensure that objectives of programs/services are achieved with budget and compliance of district’s goals. This position is under limited supervision.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Plans, directs, and supervises all functions of Spartanburg School District Two’s transportation department, ensuring compliance with all applicable laws, regulations, policies, procedures, and standards.

  • Directs the implementation of new programs/services (e.g. grant based programs, after school programs) for the purpose of ensuring programs are in compliance with federal, state and district transportation guidelines and services are provided with established time frames in conformance with all related requirements.

  • Develops and provides in-service training and staff development opportunities.

  • Verifies/certifies commercial driver’s license training and testing to federal standards.

  • Develops and implements department policies and procedures relating to the safe operations of school buses and activity buses.

  • Directs the development of bus routes on an annual basis; inspects routes and bus stops for appropriateness and safety as needed.

  • Receives and responds to concerns, complaints, and inquiries from district personnel and parents regarding student transportation; meets with parents to discuss student concerns and behavior problems.

  • Oversees the maintenance and repair of buses, vehicles and equipment; replaces/procures buses, vehicles and equipment on a schedule consistent with budget and other constraints.

  • Interacts and communicates with various groups and individuals such as the immediate supervisor, superintendent, subordinates, other district administrators and staff, school administrators and staff, board members, South Carolina Department of Education personnel, various councils and committees, parents, students, vendors and service providers and the general public.

  • Attends training, seminars and conferences, etc., as necessary to maintain and enhance job knowledge and skills. Develops and provides in-service training and staff development opportunities.

  • Develops and implements district and department policies related to all aspects of transportation procedures.Develops and administers the department budget; monitors budgets and expenditures for compliance with budgetary allocations; approves invoices and statements for payment.   • Identifies and communicates the needs and accomplishments of the district’s transportation program to district and state administration.

  • Serves as the final appeal authority regarding matters of student behavior issues and bus suspension of students.

  • Investigates bus accidents and incidents and makes recommendations for appropriate response.

  • Compiles data for and prepares various studies, reports, and recommendations required by the District and/or other agencies.

  • Prepares and/or processes budget documents, statistical reports, financial reports and analyses, estimates, performance evaluations, memos, correspondence, etc.

  • Operates a variety of equipment such as a computer, printer, copier, calculator, telephone, etc.; uses clerical, copier, computer supplies.

  • Recommends disciplinary actions and/or termination as appropriate for department personnel.

  • Monitors weather reports during periods of inclement weather and makes recommendations regarding safe bus travel and school closures or delays to the superintendent.

  • Assists in making school attendance zoning decisions.

  • Resolves school-based traffic flow problems.

  • Assist with other projects as assigned

  • Performs routine administrative/office tasks as required, including but not limited to preparing reports and correspondence, copying and filing documents, answering the telephone, entering and retrieving computer data, etc.

  • Performs other related duties as required.

QUALIFICATIONS

 

EDUCATION and/or EXPERIENCE:

  • Bachelor’s degree in transportation management, business administration, public administration, or a related field is preferred.
  • Five years of experience in student transportation or fleet management, including experience in an administrative or supervisory role.
  • Must be willing to obtain and maintain a valid South Carolina Commercial Driver’s License (CDL) with passenger and school bus endorsements.
  • Must be willing to obtain and maintain a School Bus Driver’s Certificate through the South Carolina Department of Education

  • Ability to investigate and resolve operational, personnel and student behavior problems as necessary to ensure safe, reliable transportation for students.
  • Ability to develop and implement plans and technologies to ensure safety on school campuses and buses.
  • Ability to apply supervisory and managerial concepts and principles.
  • Ability to plan, organize and direct a subordinate transportation staff.
  • Ability to offer instruction and advice to subordinates regarding departmental policies, methods and regulations.
  • Ability to perform employee evaluations and to make recommendations based on results.
  • Ability to read and interpret complex materials pertaining to the responsibilities of the job.
  • Ability to assemble and analyze information and make written reports and records in a concise, clear and effective manner. Has the mathematical ability to handle required calculations.
  • Ability to compile, organize and utilize various financial information necessary in the preparation of budgets, and Ability to prepare and monitor budgets.
  • Ability to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation.
  • Ability to react calmly and quickly in emergency situations.

Working Conditions:

 

Duties are performed in an office or school facility with no significant exposure to adverse environmental conditions. Physical demands are restricted to light work requiring occasional lifting/moving of items up to 25 pounds. Requires standing or sitting for sustained periods of time; walking or moving from one work site to another; manual dexterity to pick, pinch, type, or otherwise work primarily with fingers e.g., routine keyboard operations; mental acuity including the ability to make rational decisions through sound logic and deductive processes; hearing to receive detailed information and to make the discrimination in sound; and the ability to express ideas by means of the spoken word and have close visual acuity. Other physical abilities that may be required: balancing, crouching, handling, kneeling, reaching, repetitive motion, and stooping.
