Job Title: Director of Supply Chain Management

Reports To: Chief Operating Officer (COO)

Location: Luling, TX

Overview:

X-Bow Systems is hiring a Director of Supply Chain Management (SCM) to lead SCM for the entire X-Bow enterprise. This is a senior leadership role encompassing procurement & subcontracts, demand planning, material program management, logistics & shipping, and SCM business operations.

The successful candidate will be able to balance the strategic aspects of the role (organizing, hiring, and scaling for rapid growth, diversifying our supplier base, and maturing our SCM systems and processes, including performing a heavy role in implementing and deploying Manufacturing Resource Planning (MRP) via Deltek Costpoint) while leading a 45+ member team that day-to-day is primarily focused on the tactical aspects of SCM (i.e., meeting the supply chain needs of current X-Bow development and production programs as well as site and facility development).

The Director of SCM will use "the 7 C's" to build effective teams to achieve SCM and X-Bow enterprise objectives: communication, collaboration, coordination, cooperation, commitment, creativity, and celebration. This includes frequent engagement with internal stakeholders across programs, functions, and the C-suite and external stakeholders at customers (government and commercial), suppliers, and partners.

Strategic Procurement Leadership:

  • Develop and drive a multi-year Procurement strategy roadmap focusing on cost savings, secondary sources of supply, and building strategic partnerships.
  • Create value and drive margin through innovative cost savings initiatives. This can be through pricing negotiations, request for proposals (RFPs), supplier portfolio management, specification/formulation optimization, and logistics efficiencies.
  • Lead the procurement team in achieving established cost savings goals, improving efficiencies, and ensuring quality and compliance.
  • Establish and maintain procurement policies, procedures, and best practices, including Procurement Key Performance Indicators (KPIs) to track performance and improvement for the team.
  • Prepare weekly spend reporting and coordinate with accounting staff for timely vendor invoice payments.
  • Communicate procurement strategies, performance, and cost-saving initiatives weekly to senior management and relevant stakeholders.

Supplier Relationship Management:

  • Cultivate and maintain strategic relationships with key suppliers and vendors.
  • Negotiate pricing, contracts, and terms with suppliers to optimize value and mitigate risks.
  • Manage supplier contracts throughout their lifecycle, including negotiation, renewal, and termination.
  • Process purchase orders; develop bids and proposals; and reconcile any invoice discrepancies as needed.
  • Monitor supplier performance and implement continuous improvement initiatives.

Strategic Sourcing:

  • Manage sourcing requests for new products and services as needed.
  • Research and evaluate prospective vendors to compare pricing and services.
  • Complete special sourcing projects as required by R&D, Operations or Business Development.

Demand Planning and Supply Chain Optimization:

  • Collaborate with cross-functional teams to review demand, optimize inventory levels, and ensure timely delivery of materials and goods.
  • Identify opportunities to streamline supply chain processes and enhance operational efficiency.
  • Implement proactive risk management strategies and KPIs to mitigate supply chain disruptions and improve performance.

Team Leadership and Development:

  • Provide leadership and guidance to the SCM team, fostering a culture of accountability, collaboration, and continuous learning.
  • Develop and mentor team members to enhance their skills and capabilities.
  • Establish performance goals and conduct regular performance evaluations.

Compliance and Governance:

  • Ensure compliance with legal, regulatory, and ethical standards in procurement practices.
  • Establish and monitor internal controls to safeguard procurement processes and mitigate risks.
  • Employ knowledge and awareness of Cost Accounting systems.

Qualifications:

  • Bachelor's degree in Business Administration, SCM, or a related field.
  • 10+ years progressive SCM experience in defense, aerospace, propulsion, energetics, or another highly regulated manufacturing environment.
  • 5+ years of experience as a people manager leading SCM teams at the senior manager or director level, with direct supervisory responsibility for a meaningful-sized (multi-level) organization rather than a small team of individual contributors.
  • Strong communication and negotiation skills, and the ability to influence and build consensus with internal senior leadership and external stakeholders.
  • Deep understanding of procurement best practices, contract management, and supplier relationship management.
  • Excellent analytical and problem-solving abilities, with a focus on data-driven decision-making.
  • Strong leadership and team-building skills, with the ability to inspire and motivate others.
  • Proficiency in procurement software and tools, as well as Microsoft Office Suite.
  • Certification in procurement (e.g., CSCP, CPSM), a Master's degree in SCM, Operations, or Business Administration, knowledge of FAR/DFAR, and deep understanding of aerospace industry standards, such as AS9100, long-lead engineered components, and complex global logistics are all pluses.
