Primary Purpose: Direct and manage district employee relations, recruitment systems, certification processes, onboarding, evaluation support, and HR operational functions. Ensure effective implementation of HR practices that support employee performance, compliance with employment requirements, and a positive organizational culture.
This position works in close collaboration with the Director of Human Resources – Compliance & Compensation. Duties may be assigned, shared, or interchanged between HR divisions at any time at the discretion of the Chief Human Resources Officer to ensure consistency, compliance, and operational effectiveness.
Qualifications:
Education/Certification:
- Master’s Degree from an accredited college or university
- Administrative, Mid-Management, or Principal Certification Required
- T-TESS Certification Required
- Texas Teaching Certification Preferred
Special Knowledge/Skills:
- Experience with Teacher Incentive Allotment (TIA)
- Thorough knowledge of teacher/appraiser evaluation systems (T-TESS, T-PESS, and local evaluation systems)
- Working knowledge of Texas Education Code (Chapter 21), certification requirements, and district policy
- Strong ability to interpret policy, procedures, and HR data
- Strong organizational, communication, and interpersonal skills
- Experience in staff development design and delivery
- Proficiency in Microsoft Office and Google Workspace
- Ability to manage multiple complex priorities independently
Experience:
- A minimum of five years’ successful experience in district administration preferred
Major Responsibilities and Duties:
Employee Relations & Operational HR
- Investigate and support resolution of employee personnel issues
- Provide support to principals and campus administrators regarding employee concerns
- Oversee employee evaluation processes and related documentation
- Manage employee grievance processes (Level I and Level II)
- Implement DOI processes at the operational HR level if necessary
- Support STRIVE and all employee related evaluation systems, including TEA-required principal and teacher evaluation processes
- Maintain personnel records and ensure accuracy and confidentiality
Certification & Educator Support
- Oversee certification compliance for instructional and non-instructional staff
- Manage ATCP programs and Statements of Eligibility (SOE)
- Support Teacher Loan Forgiveness program administration
- Coordinate PREP/Grow Your Own program allotments and participation tracking
- Oversee ATCP-related evaluation requirements and documentation
Recruitment, Staffing & Talent Development
- Coordinate district job fairs and all recruitment activities
- Support hiring processes in collaboration with campus and district leadership
- Oversee substitute staffing systems and processes
- Coordinate student teacher and observer placements
- Support CTE pathway partnerships and residency programs
- Lead new teacher onboarding, orientation, and district welcome programs
Operational Development & HR Systems
- Develop and maintain job descriptions in collaboration with HR leadership
- Oversee onboarding processes and employee work authorization compliance
- Maintain HR website content and updates
- Develop CHRI procedures manual and provide HR staff training
- Ensure accuracy of HR systems and employee records
- Support HR communication and operational consistency across campuses
Other
- Serve as District T-TESS Administrator
- Perform other duties as assigned by the Superintendent or CHRO
Supervisory Responsibilities: Supervise the HR Onboarding Specialists and any additional staff assigned
