Position Summary: Under the general supervision of the Executive Director, the Director of Finance and Operations coordinates and oversees the daily management of all of the business affairs of the collaborative and maintains records in accordance with generally accepted accounting principles.
Qualifications Required:
Bachelors degree in business administration, finance, or related field.
Minimum of five (5) years’ experience and demonstrated leadership in school, non profit, collaborative and/or municipal financial management.
Licensed or eligible for licensure as a School Business Administrator by the Massachusetts Department of Education. Completion of courses toward Massachusetts Certified Public Purchasing Official (MCPPO) with application for Designation as a MCPPO upon completion of one year of purchasing experience.
Demonstrated record of successful leadership in providing sound financial management, adhering to applicable legal and regulatory requirements
Working knowledge of Microsoft Office suite, Ivisions, Google Sheets, Excel
Exemplary customer service skills and the ability to establish and maintain effective working relationships with a variety of Collaborative customers and stakeholders
Ability to work both independently and collaboratively, with flexibility, creativity, and leadership skills that adapt to change
Excellent communication, organizational and interpersonal skills, positive and proactive attitude
Essential Functions and Responsibilities:
A.Fiscal
1.Assists the Executive Director and other administrative staff in the development of the annual budget and provides input regarding long range financial planning.
2.Oversees all collaborative purchasing and preparation of vouchers payable for the expenditure of collaborative funds.
3.Oversees, coordinates, and provides necessary documentation for annual fiscal audit..
4.Assists with writing specifications for any contracts, subcontracts and monitors service agreements and assists with state procurement and bidding procedures.
5. Maintains all accounts and reconciles bank statements promptly for:
cash accounts
restricted accounts
investments
B.Accounts Receivable and Payable
Supervise all accounts receivable and accounts payable functions including:
1.Issuing tuition and itinerant services bills quarterly.
Issuing invoices as appropriate.
Process bills and pay vendors promptly.
Monitoring accounts for payment and pursuing overdue accounts.
Ensures preparation of all warrants for the disbursement of all collaborative funds.
C.Equipment
1.Responsible for the maintenance, lease agreements and service contracts of all office equipment including copy machines, FAX machines, telephones, postage meter, etc
D.Grants Management
Monitor grant income and expenses.
Maintain integrity of grant awards.
Oversee submission of amendments as necessary.
Oversee preparation of financial reports as required by the grant.
E.Administrative
1.Assist the Executive Director regarding issues of compliance with federal and state laws.
2. Advise the Executive Director of the cost implications of any program changes including student and consumer enrollment, expansions or innovations.
3. Analyze cost patterns and trends and report findings to the Executive Director and BOD when appropriate.
4. Provide the Treasurer with quarterly reports regarding all fiscal operations.
5. Attend Board of Director’s meetings monthly, and scheduled BOD subcommittee meetings as directed to report on fiscal or budgetary issues.
6. Present clear, concise, and comprehensive reports and presentations to stakeholdersin a timely manner.
F.Personnel
1.Assist in recruitment, interviewing and selection of all business office, technology, and medicaid staff.
Provide supervision, evaluation and overall management of the Accounts Receivable and Assistant Accountant positions.
G.Leases and Facilities
1. Facilitate and administrate all custodial and maintenance services.
2. Facilitate and administrate a facilities maintenance program for the collaborative’s facilities.
3. Work with the Executive Director to develop lease agreements with the Natick site and member school districts for all programs as appropriate.
H.Insurance
Manage all of the collaboratives insurance programs including, but not limited to:
1.Health Insurance
OPEB Trust Fund
Life Insurance
Disability Insurance
Worker’s Compensation
General and Professional Liability Coverage
Property Insurance
Board of Directors Liability Insurance
I.Technology
1. Coordinates the IT needs of the collaborative working with the Manager of IT;
J.Transportation
1. Coordinates the transportation needs of the collaborative with the Director of Transportation.
K. Medicaid
Coordinates medicaid reimbursement department functions with the Medicaid Reimbursement Coordinator.
