Title: Director, Community Operations
FLSA Status: Exempt

Summary

Mueller is one of the nation’s most recognized master-planned communities—designed around sustainability, connectivity, and long-term livability. We are seeking a Director of Community Operations to ensure the community operates with consistency, accountability, and responsiveness—driving operational performance and upholding community standards across a complex, mixed-use environment.
This role owns governance execution, compliance, resident experience, and operational performance—ensuring services are delivered at a high level across a dynamic, mixed-use community. This role is ideal for a leader who thrives on building structure, improving performance, and creating a consistent, high-functioning operational environment.
Working collaboratively with the Executive Director, the Director, Community Operations will oversee all operational aspects of the Mueller community. The Director, Community Operations, oversees a team of individuals who support the operations of the community needs.
Scope
- Lead a high performing team through continuous training, development of best practices and procedures, collective problem-solving and active engagement; monitor performance of key individuals and provide ongoing coaching to achieve growth and optimal outcomes; conduct annual performance appraisals, identify challenges, and make staffing adjustments, as necessary
- Ensure the community is managed consistent with the highest standards of community association management in Texas and the Southwest United States
- Contribute to development of an annual Strategic Plan; conduct operational objectives; monitor progress and measure team performance against goals
- Oversee governance structure based on inclusiveness, mutual respect, consensus-building, and responsiveness to changing needs and opportunities
- Oversee Row Homes maintenance and operating initiatives
- Attend and participate in all Row Home committee meetings, take meeting minutes, and serve as the liaison between the committee and staff. Assist in the fulfillment of associated charters to ensure effectiveness and impact of volunteer efforts
- Attend and participate in monthly Modifications and Pool Committee meetings, take meeting minutes, and serve as the liaison between the committee and staff. Assist in the fulfillment of associated charters to ensure effectiveness and impact of volunteer efforts.
- Manage relationship(s) with the board(s) of directors and committee members; ensure needs are met and specific directives are conducted in keeping with community governance; provide formal and informal reports to board members and, in general, maintain open communication on all matters of importance
- Perform and support community-wide compliance inspections; prepare and send all necessary correspondence between the Association and property owners on non-compliance matters in accordance with the Governing Documents
- Cultivate and vet appropriate vendors, service providers and contractors; oversee the development of public and private bid specifications and related documents; manage bid and selection processes; prepare contracts in accordance with Cohere and Mueller standards.
- Contribute to the development of accurate, fiscally responsible annual budgets.
- Monitor Community Concern Form submissions and process; identify and track trends; report significant trends – both positive and negative – to the Board of Directors along with solutions
- Fulfill risk management responsibilities with emphasis on adherence to requirements set forth by the Association(s), owners, and governing documents; monitor property for potential risks and make recommendations to mitigate those risks
- Initiate educational workshops, events, outreach programs and other activities aimed at relationship building and increased buy-in to the overarching vision for the community
- Participate in Cohere’s Councils of Excellence and engage in ongoing personal and professional development aimed at expanding capabilities, knowledge, and passion for the work
- Maintain involvement in professional associations and industry organizations that encourage continuous learning and improvement
- Attending after-hours events, as necessary
- Other responsibilities as assigned

Knowledge | Experience
- 8–10+ years of progressive experience in community operations, property management, municipal operations, or a related field required
- Minimum of 7-10 years of demonstrated experience leading teams and managing performance, including coaching, accountability, and staff development required
- Experience working directly with boards, committees, or governance structures in a decision-making or advisory capacity required
- Proven ability to develop and implement operational systems, processes, and standards required
- Experience managing vendors, contracts, and service delivery across multiple functions required
- Strong background in compliance, governance, or community standards enforcement required
- Demonstrated ability to analyze issues, identify trends, and implement solutions in a complex, multi-stakeholder environment required
- Strong communication skills with the ability to engage residents, leadership, and external partners effectively required
- Experience in a large-scale or master-planned community, municipality, or mixed-use environment preferred
- Experience overseeing multiple operational functions simultaneously (e.g., compliance, resident services, vendor coordination) preferred
- Familiarity with community association governance, covenants enforcement, and architectural guidelines preferred
- Experience managing or supporting operational budgets and performance metrics preferred
- Relevant certifications (e.g., CAM, PCAM, CMCA) or ability to obtain preferred
- Proficiency in Microsoft Office Suite, including Word, Excel, Publisher, PowerPoint, and Outlook required
- Proficiency in database management required
Physical Requirements
- Ability to walk sites for extended periods and occasionally lift up to 30 pounds
- May be required to support field operations in outdoor environments and on uneven terrain

Salary range: $90,000 – $100,000
