Vinita Public Schools Support Personnel Job Description

TITLE: Clerical Director of Business Operations & Child Nutrition

GRADE: 50

CONTRACT: 220 Days

REPORTS TO: Superintendent

OVERSEES: Child Nutrition Staff, Payroll, and Grants Functions

JOB GOAL: To serve as the primary strategic lead for district business operations, ensuring absolute fiscal integrity, state compliance for Child Nutrition and Federal Programs, and maintaining the highest standard of executive confidentiality.

QUALIFICATIONS:

  1. Education: Bachelor’s Degree in Business, Accounting, or Public Administration preferred.
  2. Experience: Extensive background in school finance, payroll law, and federal grant management (OCAS/GMS).
  3. Child Nutrition: Familiarity with USDA and Oklahoma State Department of Education (OSDE) regulations regarding National School Lunch Program (NSLP) compliance.
  4. Confidentiality: Demonstrated ability to act as a "Vault" for personnel, financial, and district-sensitive information.

 

ESSENTIAL DUTIES & RESPONSIBILITIES:

I. Strategic Financial Management & Deputy Treasurer

  1. Budgetary Support: Assist the Superintendent in budget projections, Supplemental Estimate of Needs, and long-term financial planning.
  2. Revenue Oversight: Coordinate with local, state, and federal agencies for all revenue deposits; manage the registration of all expenditures and warrants.
  3. Audit Leadership: Serve as the primary liaison for the independent school auditor and the OSDE Financial Section.
  4. Grants Management: Oversee the lifecycle of all district grants, including application, expenditure tracking, and timely claims submission.

II. Child Nutrition Director Oversight

  1. Program Compliance: Manage all aspects of the Child Nutrition program, ensuring adherence to USDA/SDE regulations and maintaining accurate reimbursement claims.
  2. Financial Integrity: Monitor the Child Nutrition fund to ensure self-sustainability and proper allocation of federal funds.
  3. Reporting: Prepare and file all monthly and annual reports required by the State Department of Education for the school lunch and breakfast programs.

III. Human Resources & Benefits Administration

  1. Payroll Systems: Direct the preparation and distribution of district payroll, ensuring total compliance with state and federal laws.
  2. Benefits Advocacy: Act as the primary resource for employees regarding health insurance, FMLA, Worker’s Compensation, and retirement benefits.
  3. Record Keeping: Maintain rigorous files for personnel, paid warrants, bonds, and bank statements.

Executive Operations & Office Management

  1. Supervision: Lead and evaluate Board Office clerical staff to ensure a high-performance culture of service and accuracy.
  2. Confidentiality: Maintain the strictest confidence regarding all personnel and financial matters. This position is a primary gatekeeper of district integrity.
  3. Technology & Systems: Ensure all business-related networks and financial data are backed up daily and secured against breach.

TERMS OF EMPLOYMENT:

Work year established at 220 days. Salary and benefits to be established by the Board of Education based on the Grade 50 Support Salary Schedule.
