Child and Family Services (CFS) of Casey Family Programs provides direct services and tribal consultation in pursuit of Casey’s mission to provide, improve, and – ultimately prevent the need for – foster care. CFS operates nine field offices in five states and an Indian Child Welfare Programs office that demonstrate direct service and ICW improvement models. Job Summary:

Utilizing a collaborative, innovative, evidence-informed, trauma and healing approach to practice, we engage families and community partners in the urgent, relentless pursuit of legal and relational permanency and well-being for all children and families so that no youth ages out of foster care. Our clinical case management and support activities primarily occur within homes and in the community, with virtual options available, as necessary. The Practice Consultation and Operations Advisor is responsible for the lead support to CFS Demonstration and Spread, a signature initiative that provides practice consultation to communities, tribes, jurisdictions, and private providers (70-100%) and will also be responsible for providing support to Field Offices for their work to engage with local communities to improve well-being outcomes for youth and families served. (0-30%)

Essential Responsibilities:

• Supports the continued development and implementation of Demonstration and Spread work efforts. Collaborates with strategic consulting staff and child welfare jurisdictions and/or providers to develop project scope in alignment with shared vision and values. Manages CFS staff recruitment for consultation engagements, supports staff, and leads project implementation.
• Engages and negotiates with internal and external partners in the development and revision of the scope for each project. Adjusts the internal CFS work plan, taking into account staff capacity and experience.
• Uses data and continuous quality improvement (CQI) to measure the impact of Demonstration and Spread engagements with partner organizations and internally to CFS. Facilitates reviews and analysis at the conclusion of each engagement to determine effectiveness, and identify lessons learned.
• In partnership with other CFP teams, develop reports and tools for project stakeholders, including jurisdictions, tribes and private providers. These resources could include data, best practice recommendations, or summary findings from practice or case reviews.
• Supports the professional development of CFS staff who participate in Demonstration and Spread engagements by providing training, coaching and approaching all engagements with a lens of mutual learning and CQI.
• May review and edit CFS contracts, including scope, schedules and budget for Legal Services review, including expense requirements, approval processes, and all other contract management business processes and protocols. May provide technical assistance to CFS staff to ensure deliverables and outcomes are aligned with organizational objectives, and contract protocols.
• Performs other duties as assigned.

Qualifications:

• Master’s Degree in Social Work or related field from an accredited institution and a minimum of six years combined experience in direct social work practice, project management, and contract development in child welfare or other child and family service-related practice is required. Relevant experience may be substituted for degree. Knowledge and experience with collaborations, agreements, and partnerships, especially among government agencies, is preferred.
• Demonstrated expertise in direct child welfare practice service delivery with youth and families.
• Demonstrated ability to manage multiple complex relationships with external organizations using social work and consultation skills to collaboratively develop project scopes, implementation plans, work effort participation and mutually agreed upon outcomes.
• Experience using continuous quality improvement tools and processes to ensure team and organizational learning from all engagements.
• Experience in documenting work efforts, articulating outcomes, developing budgets, ensuring contract consistency, conformity and quality improvement and aligning with best practice standards is required.
• Proven ability to critically interpret drafted contract provisions. Recognizes unique requirements, characteristics, and issues that arise in different contract settings.
• Demonstrated commitment to equity, respect for tribal sovereignty, and respect for cultural, racial, and gender difference is required. Personal qualities demonstrating adaptability, curiosity, collaboration and a capacity for self-reflection and commitment to lifelong learning are a must. Ability to contribute effectively with and across teams and with external partners necessary.
• Ability to perform effectively in high pressure and stressful work environment. Ability to manage stress and self-care.
• Ability to work onsite full-time to meet the collaborative responsibilities that are essential for position. Regular and reliable attendance is required.
• Physical requirements include the ability to lift and reach for light objects; ability to type and work at a computer for extended periods of time as a primary job function.
• Ability to protect the confidentiality of sensitive information by learning and following all relevant policies and protocols and using sound judgment in the handling and sharing of that information.
• Local travel as well as regular out of town travel may be required. Driving on Casey business may require use of personal vehicle; adherence to vehicle safety guidelines and qualification for insurance is required.

The typical hiring range for this position in Seattle, WA is $101,575 to $119,500. The full salary range for the role is $101,575 to $137,425. Actual placement in the range will depend on a candidate’s job-related skills, experience, and expertise, as evaluated during the interview process.

Casey Family Programs offers comprehensive benefits including medical, dental and vision coverage, accrual of 12 days of annual leave, 12 days of sick leave,10 paid holidays per year, and each employee receives one personal holiday to use each calendar year. Employees that meet certain tenure qualifiers are eligible for up to eight weeks of parental leave for the birth or placement of a child for adoption or foster care. After the completion of 10 years of continuous, full-time regular employment, employees in good standing are permitted for a three-month sabbatical with pay.
