SUPERVISOR:

SUMMARY:  
Perform a variety of duties to purchase materials, equipment, merchandise, and supplies according to district guidelines for cost, quality, and delivery. Work in accordance with local, state, and federal law and recognized public sector purchasing principles. Perform market research and prepare bids and procurement documents. Prepare and specify performance conditions to elicit competitive bids for a variety of commodities and services; review and evaluate vendor proposals; advise purchase evaluation committees; present purchasing and contracting recommendations for approval.

DUTIES AND RESPONSIBILITIES:
Duties and assignments may vary based on building assignment, academic year, and school needs. The following frequencies and percentages of time spent are approximations only.

• Exercise independent judgement to determine the method of procurement of goods and services for complex order requests based on the characteristics of the request. Establish relationships with appropriate supply sources. Solicit and award necessary purchasing actions. Conduct and/or oversee full scope of procurement activity to include the process of Request for Quotes, Request for Proposals, etc. from requirements identification through to contract close-out. [Daily, 55%]
• Assume a shared responsibility for the implementation, communication, and observance of all Board of Education policies and administrative procedures in order to meet federal, state, and local statutes and ensure consistent and equitable governance. [Daily, 10%]
• Review and draft administrative requests for consideration and approval by Cabinet members. [Daily, 10%]
• Lead, train, and act as a resource to procurement staff, customers, and suppliers on procurement principles, practices, and techniques. [Daily, 10%]
• Proactively monitor price trends of supplies and materials; interview vendors and recommend sources, timing, and quantity of purchases. [Daily, 5%]
• Manage vendor relationships and represent the interests of the district in all forms of engagement, which may include negotiations, with all stakeholders. [Daily, 5%]
• Perform other related duties as assigned or requested. [Daily, 5%] 

MINIMUM QUALIFICATIONS:

• Associates degree in business, acquisition, supply chain management, or related field.
Buyer, purchasing, or supply chain management experience.
• Experience in procurement and contract administration of strategic or complex contracts, including experience leading other procurement professionals in a public or private sector engineering, finance, operations, or procurement/supply chain management department.
• Basic knowledge of typical office equipment such as telephones, copiers, fax machines, email, etc.
• Intermediate knowledge of Microsoft Office.
• Advanced oral and written communication skills.
• Advanced interpersonal relations skills.
• Advanced organizational skills.
• Ability to be flexible and adjust to changing priorities.
• Ability to travel among district facility locations.
• Ability to effectively motivate and supervise people.
• Ability to present and publicly speak to small and large groups of people.
• Ability to exercise good judgement in evaluating situations and making decisions.
• Ability to recognize the importance of safety in the workplace, follow safety rules, practice safe work habits, utilize appropriate safety equipment, and report unsafe conditions to the appropriate administrator.
• Ability to promote and follow the Board of Education policies, District policies, and building and department procedures, protocols, and guidelines.
• Criminal background check and fingerprinting required for hire. 

REQUIRED EXPERIENCE, CERTIFICATES, LICENSES, AND REGISTRATIONS:
All certifications, licenses, and registrations must be valid and unexpired.

• Valid Colorado driver’s license. 

PREFERRED QUALIFICATIONS: 

• Experience working directly with people from diverse racial, ethnic, and socioeconomic backgrounds.
• Certified Professional Public Buyer and/or Certified Public Procurement Officer certification(s).
• Racially conscious and culturally competent with the skill, will, capacity, and knowledge to commit to a culture of continuous improvement.
