Nasittuq provides Operations and Maintenance services for the North Warning System (NWS). The NWS is a joint Canada and United States early-warning radar system with 47 sites across Northern Canada, a Control Centre and Support Centre in North Bay, ON, and a Contract Management Office in Ottawa, ON.

SCOPE:
The Buyer is responsible for procuring goods and materials for the North Warning System (NWS) Contract at the Ottawa CMO. The role provides technical direction to purchasing groups and ensures procurement activities deliver best value in price, quality, and timeliness within contract guidelines.

RESPONSIBILITIES:

• Review, approve, or recommend purchase orders for day-to-day operations, AWR projects, and sealift, ensuring compliance with policies and good business practice.
• Issue purchase orders and follow up with vendors to ensure timely delivery.
• Conduct key buying activities and assist with demand planning.
• Establish and maintain relationships with external suppliers and identify new sources of supply.
• Ensure items requiring special handling comply with WHMIS, TDG, and hazardous materials guidelines.
• Work with site teams to identify logistical issues and recommend solutions.
• Assist customers with identifying material requirements through database research.
• Perform other duties as assigned to support program objectives and organizational initiatives.

QUALIFICATIONS:

EXPERIENCE:

• Minimum five years of related experience in purchasing, materials management, or a logistics environment.

EDUCATION:

• Post-secondary education in Supply Chain Management, Logistics, or Materials Management preferred.
• Equivalent combinations of education and experience will be considered.

KNOWLEDGE:

• Demonstrated knowledge of procurement methods.

COMPETENCIES / SKILLS:

• Adaptability and ability to manage shifting priorities.
• Strong time management skills.
• Strong computer skills (Microsoft Office).
• Strong written and verbal communication skills.
• Knowledge of accounting principles, purchasing, warehousing, storage, or material handling equipment.
• Excellent teamwork and relationship-building skills.
• Strong analytical, problem-solving, and decision-making abilities.

DESIRED QUALIFICATIONS:

• Experience with Maximo, Oracle, or Oracle Discoverer is an asset.
• Project management knowledge is an asset.

Candidates with purchasing or logistics experience in supply chain, procurement, purchasing, vendor management, defense operations, technical procurement, or remote site logistics are encouraged to apply. Experience supporting complex supply chains, technical equipment sourcing, strategic sourcing, inventory management, RFQs or RFPs, cost analysis, supplier evaluation, or purchasing for remote or specialized operations is considered an asset.

This role is well suited to candidates familiar with supply chain operations, vendor management, specialized procurement, and sourcing goods for telecommunications, defense, logistics, or remote operations across Canada.
