Salary Range: $129,798.98- $172,145.86
General Description and Classification Standards:
The Assistant Commissioner, under the direction of the Commissioner, is tasked with providing fair and equitable services to residents, businesses, and the community to enhance quality of life by: ensuring that Atlanta’s transportation and infrastructure facilities and programs are of high quality and meet the city's diverse needs; determining the DOT’s fiscal and personnel requirements and completing the organization of the department to achieve Atlanta’s mobility, access, and operational objectives; managing existing revenues while attracting new public and private funding sources to support Atlanta’s policy and investment priorities; attracting and retaining skilled staff that will monitor performance and communicate with the public regarding repairs and projects; overseeing the deployment of capital resources to deliver complex transportation projects approved by voters. The Commissioner uses data, planning, and value engineering to adhere to timelines for these projects.
Supervision Received:
This position reports directly to the ATLDOT Commissioner and provides executive oversight for various urban mobility initiatives, including program development, technology integration, public engagement, and performance analytics. The direction received is very general and focuses on strategic objectives and is typically collaborative in nature. This is a policy-making level of management and would be considered "upper" management.
Essential Duties and Responsibilities:

• Engages and collaborates with staff, including Deputy Commissioners, Councilmembers, internal and external leadership, as well as external organizations and companies, through in-person and virtual meetings.
• Participate in conferences, training sessions, seminars, symposiums, dinners, site visits, snow and ice preparation activities, events, award ceremonies, community meetings, and engagements such as ribbon cuttings, bike rides, and groundbreakings, often alongside Councilmembers and Deputy Commissioners.
• Oversees and approves budgets and financial plans.
• Reviews and approves capital project plans, strategic and development project plans, and TIM project plans.
• Approves documents, encroachments, leave requests, and more through DocuSign and in person.
• Addresses high-level issues, processes, and organizational needs that have a significant impact on the community, the general public, and most of the staff.
• Responds to constituents' and Councilmembers' requests and inquiries and resolves complex citizen inquiries and complaints.
• Manages and supervises staff and employees, addressing HR and staffing concerns, organization charts, succession planning, and organizational structures.
• Develops and determines strategic plans, long-range goals, and initiatives to advance departmental projects and allocate funds, including grants and legislation.
• Designs process, allocate resources, and reports to elected officials and the public through email, in-person, quarterly Transportation committee meetings, bi-weekly City Council meetings, and weekly Mayor's Cabinet meetings.
• Leads strategy creation for the department to achieve the Atlanta Strategic Transportation Plan.
• Monitors performance of the direct team and ATLDOT against measures outlined in the Atlanta Strategic Transportation Plan to achieve or exceed service levels.
• Supports the installation and maintenance of multi-modal transportation efforts to enhance options for the City.
• Utilizes data to inform decision-making and transportation investments.
• Selects, supervises, trains, and evaluates professional, technical, and administrative support subordinates with a focus on safety and superior customer service.
• Recommend organizational strategies and policy changes within legislative or executive limitations and may make purchasing or resource allocation decisions within organizational guidelines.
• Performs additional duties as assigned.

Minimum Qualifications:
Education and Experience: Bachelor's degree in urban planning, transportation, engineering, public administration, civil engineering, or a related field. A master's degree is preferred.
Candidates should have a minimum of ten (10) years of progressively responsible experience in urban transportation planning, public transit operations, infrastructure development, or smart city initiatives within a large municipal government or a relevant public/private sector organization.
This experience must include at least five (5) years of executive leadership experience at the director level or higher, specifically overseeing major transportation programs or departments.
