Description
Performs analytical work to support various operational aspects. Refines administrative, reporting, and departmental support functions through rigorous analysis. Upholds compliance standards while aiding in budgeting and streamlining internal departmental processes. Enhances service operations to ensure consistency.

Responsibilities
1. Assists with monitoring and tracking budgets and expenditures for programs, projects, grants, and divisions to ensure consistency. Serves as a backup for reviewing payroll, time keeping and personnel actions. Reviews agenda items for Commissioner’s Court to ensure accuracy for each item; makes recommendations for budget allocations to ensure compliance with County policies and procedures.

2. Analyzes, organizes, and summarizes data; provides statistics and information for special projects and program planning for divisions; develops recommendations and creates evidence-based reports for departmental management and external agencies.

3. Monitors and evaluates operations, workflow, and work quality, providing statistical analysis of departmental practices; collaborates with various divisions to provide analysis and recommendations for process improvement projects.

4. Serves as a resource for administrative, operational, and technical staff across divisions. Offers guidance and assistance with data analysis or related issues and, when necessary, leads technical assistance with training, special projects, etc.

5. Maintains knowledge on trends affecting department operations; addresses departmental concerns stemming from trends; performs various technical, analytical, and administrative tasks to support recommended changes.

6. Ensures effective communication between divisions while addressing funds, grants, budgets, and accounting issues and procedures. Communicates technical and financial information to external agencies and County staff.

7. Assists with the grant application process; drafts, prepares, and submits grant applications to secure essential funding. Ensures compliance with grant requirements; prepares funding reports and maintains records mandated by funding agencies.

8. Participates in meetings; handles customer communications; provides ongoing analysis to support County goals and standards.

9. Performs other duties as assigned.

Qualifications
Education, Experience and Training:
Education and experience equivalent to a Bachelor's Degree in Accounting, Finance, Business Management or a closely related field from an accredited college or university.

Special Requirements/Knowledge, Skills, & Abilities:
Proficiency in standard software applications and strong communication skills, both written and verbal, along with the ability to build effective working relationships. Knowledge of program evaluation, organizational planning, research design, and analysis is beneficial. Familiarity with record keeping, case files, and records management principles is valuable. Understanding project and grant management is advantageous. Proficiency in mathematical computations, statistical analysis, government accounting, and budget administration is beneficial. Ability to proficiently collaborate with diverse departments and agencies, showcasing expertise and professionalism. Skill in taking initiative in spearheading the resolution of operational challenges, demonstrating leadership and problem-solving acumen. Skill in analyzing data and metrics, drawing insights and formulating actionable recommendations for informed decision-making. Strong problem-solving, prioritization, and analytical skills are essential. Ability to troubleshoot and implement technical solutions. Effective communication and relationship-building skills are also vital for collaboration with colleagues and stakeholders.
